The ecotourism proposed in the 1980 s has been successful in both developing and developed countries. The development of ecological tourism in terms of sustainable development can reduce the negative impact of traditional tourism on the environment.Nature reserves are key sites for ecotourism. In the context of sustainable development,a great number of ecotourism practices have been carried out in nature reserves around the world.Important ecotourism practices in nature reserves include the establishment of ecotourism certification systems, the development of management mechanisms promoting effective community participation and the development of standards for ecotourism practices.Ecotourism in this case is the possibility of real raising capital for the development of nature reserves, and in some cases, obtaining additional foreign currency for the state. It creates favorable conditions for creating jobs for the local population, the standard of living rises and the local economy develops. Therefore, this paper considers the current state of ecotourism in Russia and China. For a comparative analysis of the experience in the development of sustainable ecotourism in both countries, with the subsequent formation of conclusions for the development of recommendations for improvement. To achieve this goal,it was necessary to solve the problem of studying the concept of the industry and the role of ecotourism in the country’s economy;study of the classification of species and features of ecotourism;study of the legal framework of state regulation of ecotourism. To understand the current state, potential and prospects for the development of ecotourism in Russia and China,we analyzed the natural and economic resources of countries, income and expenses from ecotourism flows, and tourism development programs. In the course of the study were used theoretical method, empirical method, and systems and comparative analysis methods. The information base of the study was the data of the State Statistics Committee of the Russian Federation, statistical and customs authorities. This paper consists of five parts. The first part is the basic introduction of the paper, including the research background, research methods, literature review, etc. The second part analyzes the theoretical basis of the study, including the relevant concepts of ecotourism, the basic characteristics of ecotourism, the classification of ecotourism, the management system of ecotourism, and the main problems in the development of ecotourism. The third part of the main content of this paper is mainly on the ecological tourism development of China and Russia to contrast research, including the global ecological tourism development trend and prospect of the development of ecological tourism in China and Russia,China and Russia, the ecological tourism development present situation,China and Russia,a comparative study of the ecological tourism market,China and Russia, the ecological tourism development potential and prospect of comparative analysis of the successful experience of China and Russia, the eco-tourism development. The fourth part is the countermeasures and Suggestions to promote the development of ecotourism in China and Russia, including the exchange between Chinese and Russian eco-tourism tourists, the comparative analysis of China and Russia’s eco-tourism related policies and efficiency, and the countermeasures and Suggestions to improve the development of ecotourism. The fifth part is the conclusion of this paper. In the course of this work, conclusions were drawn, the economic mechanisms that ensure an effective combination of the tasks of biodiversity conservation and the development of ecotourism are determined by the optimal distribution of income from recreational activities: tourism income is used to improve protection, research and management. As a result,we have shown that with an optimal combination of costs and expenses,a balance can be achieved between government support and tourism revenues.Ecotourism is actively developing in those countries where the government actively protects the natural environment, environmental initiatives, projects and movements are supported at all levels of government, where a favorable political framework for ecotourism is created, and environmental work becomes an integral part of all government programs.
