China's economy has grown rapidly over the past few decades,but environmental degradation has attracted great attention from the government and the public.To this end,the country has established Protected Areas with key Ecological Function.Protected areas belong to the restricted development area,is to provide ecological products as the main function of the region,its establishment for ecological protection and construction to contribute.However,due to the system design,the restriction of protected areas exacerbates the problem of regional environmental externalities,while losing some opportunities for economic development.Therefore,the Protected Areas with key Ecological Function to carry out additional expenditure on ecological protection,and because most of the protected areas belong in remote areas,most of the economic backwardness affected by location factors,the regional economy can't make up for the damage caused by protected areas to provide ecological services,Therefore,it is necessary to compensate accordingly in order to maintain regional stability and the coordinated development of national ecology.The Chinese government has made a positive and beneficial exploration of establishing and perfecting the ecological compensation mechanism.The ecological compensation of our country is mainly the ecological compensation implemented by the Government,and the government,as the author of the Ecological compensation system,the main body of the ecological compensation relationship bears the ecological balance and the duty of coordinating the relationship between man and nature,which can be divided into the responsibility of the Government to provide financial support for the transfer of ecological compensation and payment.Interregional Governments have the duty to coordinate relevant interests to ensure regional ecological balance and the Government has the responsibility to coordinate regional ecological protection and economic development to ensure the effect of ecological compensation.However,due to the imperfection of the ecological compensation system of Protected Areas with key Ecological Function,the lack of supporting ecological compensation supervision law and the lag of regional management legislation,the government duty of ecological compensation in Protected Areas with key Ecological Function is not effectively guided,and all departments show the problem of unclear responsibility in ecological compensation.Can't solve the current Protected Areas with key Ecological Function in the ecological balance and the contradiction between man and nature,the effect of ecological compensation is also greatly reduced.Therefore,it is urgent to improve the ecological compensation system,the regulatory legal system and regional management legislation,and standardize the implementation of the ecological compensation system of Protected Areas with key Ecological Function.Based on the government's exploration of the improvement of ecological compensation responsibilities in Protected Areas with key Ecological Function,this paper analyzes the necessity of ecological compensation in Protected Areas with key Ecological Function,and discusses the implementation of ecological compensation in priority eco-functional protected areas,as well as the current implementation of central transfer payment and transverse ecological compensation in key ecological function reserves.This paper combs the responsibilities of the Government in the ecological compensation of protected areas,and secondly,clarifies the problems of the Government in carrying out the ecological compensation responsibility of the Protected Areas with key Ecological Function from the government's ecological compensation duty,and then,from the current predicament of our government in the ecological compensation of protected areas,draws on the experience of the extraterritorial government in ecological compensation,From the improvement of ecological compensation financial system,ecological compensation legal supervision,clear departmental responsibilities to establish multi-dimensional linkage of ecological compensation model and the development of ecological protection in line with the ecological economy and other aspects of experience;Finally,from the government in the protected Area ecological compensation responsibility,from the ecological compensation transfer payment perfect,strengthen the department cooperation,To coordinate the ecological interests of regional governments and establish the legal supervision system of ecological compensation,and to improve the ecological management mode of the Government of protected areas,so as to improve the government duty of ecological compensation in Protected Areas with key Ecological Function.
