As China enters a new stage of development and pays more attention to ecological security,the resource utilization of construction and demolition waste will gradually replace the traditional stacking or landfill disposal methods.Therefore,it is imperative to build a new construction and demolition waste resource disposal facility suitable for urban development.Location decision-making is a prerequisite for the construction of construction and demolition waste resource disposal facilities,which is of great significance for the healthy development of construction and demolition waste resource industry and the improvement of urban construction and demolition waste treatment capacity.Compared with mobile construction and demolition waste recycling facilities,the comprehensive benefits of fixed disposal facilities are higher,but the site selection construction will directly change the original spatial pattern.Balancing interests and risks is the main challenge for site selection decision of fixed disposal facilities.However,the existing auxiliary decision-making model for site selection of construction and demolition waste disposal facilities based on spatial decision support system(GIS-MCDA)has some problems,such as considering the incomplete decision-making index of site selection,ignoring the uncertainty effect in the decision-making process,and less considering the spatial equilibrium layout.Therefore,the development of scientific and reasonable site selection scheme needs to be explored.For these reasons,this paper takes the fixed disposal facilities of construction and demolition waste resource as the research object.Firstly,by combing the relevant regulatory rules and regulations of construction and demolition waste facilities in China and the existing research results at home and abroad,this paper analyzes the important factors affecting the location decision of disposal facilities,and constructs a general location evaluation system.It takes natural,social and economic factors as the first-level indicators,and 17 specific factors such as slope,distance from residential areas and transportation costs as the second-level indicators.Secondly,by comparing and analyzing the advantages and disadvantages of common facility location methods,the location assistant decision model based on GIS-MCDA and the location optimization method based on maximum coverage model are determined.In GIS-MCDA,the intuitionistic fuzzy analytic hierarchy process(IFAHP),which can consider both uncertainty and hesitation,is proposed as the weight calculation method of site selection index.The fuzzy membership function is used to standardize the index.On the basis of the commonly used weighted linear combination(WLC)method,the constraint index is added to jointly calculate the site selection suitability index.Finally,taking the central urban area of Beijing as an example,based on the general site selection evaluation system and combined with the development status of the study area,the final site selection evaluation system consisting of10 secondary indicators was determined.The Arc GIS software was used to create the index layer and overlay analysis,and the obtained site selection suitability evaluation results were divided into five grades:suitable,relatively suitable,generally suitable,relatively unsuitable and unsuitable.The Arc GIS location allocation model was used to develop the site selection optimization scheme for the fixed disposal facilities of the decoration waste resource in the study area.The results show that the five grades from suitable to unsuitable account for 0.84%,1.26%,1.29%,0.61% and 96.00% of the total area of the study area,respectively.Compared with the commonly used WLC-based disposal facility location model,it is proved that the application of constraint indicators can effectively improve the efficiency and objectivity of location decision-making.Based on the existing planning data,the feasibility of the proposed model is verified.The results of site selection optimization analysis show that the comprehensive benefits can be effectively improved by adding one decoration waste resource disposal facility in Fengtai and Chaoyang districts.
