In 2014,the Multipurpose Hydraulic Project in Xiang River was fully completed,which canalized the Changsha-Zhuzhou-Xiangtan River reach of Xiangjiang River,making the cities become the country’s unique reservoir area group.Against this background,a research on eco-environmental quality of reservoir area and the ecological effects after the preliminary stage has important strategic significance in terms of promoting the sustainable development and environmental protection of urban agglomeration.This paper,based on the realities of Reservoir,establishes the comprehensive evaluation system,and uses the fuzzy comprehensive evaluation method to evaluate the eco-environment quality of the Multipurpose Hydraulic Project in Xiangjiang River from 2005 to 2014.According the reservoir area of land use/cover change,it makes quantitative analysis of its ecological effects possible based on assessment model of ecological assets.On the basis of analyzing the quality of the ecological environment and ecological assets of reservoir,this paper will explore the affected factors about changes and put forward the corresponding countermeasures regulation.(1)The results of reservoir eco-environment quality evaluation show that the ecological environment has been moderate to severe disturbance from 2005 to 2014,the eigenvalues of eco-environment quality of reservoir area remain around Ⅳ grade level and that the ecological environment quality is the worst in 2007.However,the ecological environment quality showed signs of improvement and most evaluation directed towards the positive from 2010 to 2014.(2)Ecological Assets Analysis about the reservoir shows that:Ecological assets of reservoir in 2010(289.0253 million yuan)is slightly lower than that in 2005(289.4052 million yuan).Effected by Multipurpose Hydraulic Project in Xiang River and urbanization,the land use structure has changed and town construction area has increased while the agricultural acreage and area of forest land have decreased,but with the water retaining of the Multipurpose Hydraulic Project in Xiang River,the water area are increased,and along with the scientific and technological progress,farming techniques have improved,resulting in the gradual increase of grain yield per unit area and pure benefit of farmland.Ecological assets of reservoir in 2014 increased by 50.93 percent compared with those in 2010.(3)Based on the analysis of ecological environment quality and ecological asset of reservoir area,this part explores the influencing factors:the ecological environment quality of reservoir area is mainly affected by Water Retaining of Multipurpose Hydraulic Project in Xiang River,water-efficiency,land use,water pollution,climate fluctuations,biodiversity,soil erosion and so on.(4)Focusing on the study of the eco-environment quality of reservoir area,ecological assets changes and influencing factors,the paper puts forward specific regulatory measures responding to the mainly influencing factors.Solutions are proposed in terms of how to govern the Xiangjiang River’s heavy metal pollution,improve water utilization,optimize the structure of land use,conserve its biological diversity and so on.
