Research On HSE Management Evaluation Of D Gas Station

Our government has always attached great importance to the management of enterprise HSE(HSE is the abbreviation of the English words health,safety and environment respectively),and has always taken HSE management as the premise of enterprise development.Enterprises have also gradually established the concept of safety development,actively participated in public welfare activities and established HSE information release system,Cooperate with the government and surrounding enterprises to carry out emergency rescue in case of emergency,earnestly fulfill social responsibilities,and gradually balance the HSE management investment and profit of the enterprise.As far as the petroleum industry is concerned,with the HSE management system first proposed by Dutch Shell,it has milestone significance for the HSE management of the petroleum industry.As the gas station industry with the closest contact with the public in the petroleum sector,oil products naturally become one of the high-risk industries because of their inherent attributes such as easy combustion,easy explosion and toxicity,Most of the accident characteristics have the characteristics of wide spread and great harm.In addition,with the development of society,the traditional gas stations that can only provide oil filling services can no longer meet the social needs,and the gas stations are gradually transformed into multi-functional comprehensive service stations.Today,the whole comprehensive service gas station represented by D gas station is showing a trend of rapid development.Due to the large flow of personnel,complex environment in and around the station,long stay time of customers in the station,insufficient human resources and high dependence on the automatic monitoring system,the difficulty of HSE management increases and the pressure of safety prevention continues,The possibility and severity of HSE accidents can not be underestimated.Therefore,it has become an urgent problem to realize the fine HSE management of D gas station and build the formed HSE management evaluation system of the station.This paper mainly carries out evaluation research on D gas station in terms of HSE management.By constructing an HSE evaluation management system in line with the personality characteristics of D gas station,it is found that the focus of D gas station’s HSE management is to improve the station’s HSE system guarantee mechanism,realize fine management and improve the station’s HSE management level.In addition,it will help the whole comprehensive service-oriented gas station represented by D gas station and even the whole petroleum industry to point out the main direction and focus of HSE management,lay a foundation for China to establish a modern safety production management guarantee mechanism,improve the HSE and modern management system at home and abroad,and finally make profits for the country,society,enterprises and employees.In this paper,the methods of questionnaire,expert scoring,literature research,qualitative and quantitative analysis,analytic hierarchy process and fuzzy comprehensive evaluation are adopted to realize the research on HSE evaluation of D gas station,and finally complete the construction of HSE evaluation system of the station.The main research idea is to select the key HSE evaluation index elements in line with the characteristics of D gas station by issuing questionnaires to industry experts based on the existing literature,then complete the construction of D gas station HSE evaluation system by using fuzzy evaluation and analytic hierarchy process,and then analyze the effect of the evaluation system,It is found that after the increase of HSE investment,the scores of each evaluation element of the system are significantly improved to achieve the expected effect,indicating that the system can operate effectively,and the application of the system can help D gas station realize HSE fine management and improve the HSE management level in the station.
