Fundamentally speaking,bidding procurement is the product of the development of modern market economy.It plays an important role in ensuring project quality,improving economic benefits and safeguarding national interests.At present,the vast majority of enterprises at home and abroad have established a bidding procurement management system suitable for their own characteristics in the form of competition and transaction under the market economy.In China,the establishment of a sound procurement management system by state-owned enterprises in accordance with the law and the standardization of bidding and procurement activities in production and operation are important factors in governing enterprises according to law,improving quality and efficiency,and developing safely.The following bidding procurement management system is gradually improving,and some related legal provisions such as general principles of civil law,bidding law,government procurement law,contract law and so on emerge spontaneously.Therefore,how to standardize the bidding procurement management,strengthen the competitiveness of enterprises,improve economic benefits and safeguard the interests of enterprises is an important topic worthy of study.Based on the theory of relevant literature at home and abroad,this paper summarizes the problems existing in the procurement management of YS energy company,such as unreasonable bidding procurement management mechanism,unreasonable organizational structure,complex approval process of bidding procurement,unreasonable procurement scheme,professional level of bidding procurement practitioners to be improved,and lack of classification and performance management in supplier management By using the methods of literature research and questionnaire,combined with the theoretical knowledge of procurement management and supplier management,this paper puts forward the optimization scheme for organizational structure adjustment,approval process optimization,staff professional quality and supplier management.It is proposed to optimize the management mechanism;to merge and manage the three bidding and purchasing departments which are scattered in the organizational structure;to optimize the nodes that affect the procurement cycle due to the repetition and conflict in the procurement approval process;to optimize the terms of procurement mode,qualification requirements,block price,technical requirements,evaluation methods,etc.in the procurement scheme;to improve the employees’ performance Conduct assessment and training;manage suppliers by classification and classification.For the optimization scheme,the optimization scheme and safeguard measures suitable for ys energy company are put forward.It is hoped that through the research on the optimization of YS energy company’s bidding procurement management,a reasonable bidding procurement management system will be established to save procurement costs more reasonably and effectively,pay more attention to key materials and suppliers,prevent operational risks and improve procurement efficiency,so as to provide favorable guarantee for the production,operation and market competitiveness of YS energy company,and realize the interests and efficiency of enterprises Profit maximization has important reference value.
