| As the core force of operation and development of technology-based production enterprises,technical staff play a decisive role in the survival and development of technology-based production enterprises.For the technical-based production enterprise,it is very important and urgent for the development of enterprises to meet the strategic objectives and improve the management level to do a good job in the performance appraisal,especially in the key part of the technical employee performance appraisal and improve the scientificity,rationality,fairness and impartiality of the performance appraisal of technical staff.However,there are still many problems in the performance assessment of technical staff in many enterprises,which threaten enterprises to develop better and get on the leading stage of the industry.Therefore,a scientific and effective performance appraisal scheme is urgent and practical for technical production enterprises and their technical staff.DH group is an all-around large-scale iron and steel enterprise with 2400 existing technical employees,which is a typical technical production enterprise.Through the investigation and analysis,we found the following problems in the performance appraisal scheme for the technical staff of DH group : The lack of special assessment organization affects the organization and implementation of assessment;the unscientific assessment index system,it shows that the assessment method is not practical,which affects the scientificity of assessment indicators,the assessment cycle is too short,the assessment activities are too frequent,the assessment content is not comprehensive,the assessment of key indicators is lacking,and the evaluation standards are not clear which affect the accuracy of assessment and scoring;the assessment process is not standardized,there is a lack of update of assessment plan,implementation management and rich application of results,fail to achieve the purpose and function of assessment,etc.We found the problem,combined with the working characteristics of the DH group technical staff,according to the theory of performance appraisal,technical staff of DH group performance appraisal scheme is optimized from the following aspects: First,set up a special assessment organization to ensure the exertion of assessment function;then,to improve the scientificity of indicator system,we use 360 degree assessment method,BSC assessment method and KPI assessment method to reasonably set assessment cycle,assessment indicators and the evaluation standards;finally,connect assessment results with salary,promotion,rewards and punishments,and make proper use of assessment results.Finally,by updating the assessment plan,strengthening the implementation management,enriching the application of results improving the assessment process and ensure the effective implementation of the assessment program.The optimized scheme not only plays an important role in mobilizing the enthusiasm of employees in DH group,improving work performance,enhancing the competitiveness of the industry,and achieving strategic objectives,but also plays a reference role in the design and implementation of performance appraisal schemes for technical employees in other enterprises. |
