The role of performance evaluation in improving business management has become increasingly prominent,and the formulation and implementation of the development strategy for the conversion of new and old kinetic energy has provided a brand new idea for corporate performance evaluation.Innovation is the basis and engine for the conversion of new and old kinetic energy.It focuses on solving the driving force problem of enterprise development.In the new era,the role of "innovation" elements in enterprise management and performance evaluation cannot be ignored.With the acceleration of the modernization process,the development speed and scale of China's steel industry are gradually expanding.Crude steel production ranks first in the world,but the problems exposed from it are also obvious,such as insufficient motivation for innovation and development and low resource utilization,technology is not advanced enough,etc.are the key factors that affect the management effect of my country's iron and steel enterprises.As a representative traditional industry,the steel industry is also an important experimental area for new kinetic energy to replace old kinetic energy.In order to prompt iron and steel enterprises to quickly adapt to changes in the economic situation,meet the requirements of industrial transformation and upgrading,and continuously improve core competitiveness and corporate value,it is necessary to redefine the performance of iron and steel enterprises in the context of the new development strategy and make a comprehensive and reasonable evaluation.The performance evaluation of steel enterprises under the background of the conversion of new and old kinetic energy must not only reflect the company's pursuit of wealth growth,assume social responsibility,and meet the goals of low-carbon development,but also measure the company's technological upgrading,product reengineering,model reconstruction,management change,etc.Efforts in terms of innovation.Through the research of this article,analyze and evaluate the level of multi-dimensional performance and coordinated development of steel enterprises,which can provide strong theoretical and practical support for the sustainable and healthy development of target enterprises.This article first sort out the relevant research theories and research results of the conversion of new and old kinetic energy and performance evaluation,define the connotation of the conversion of new and old kinetic energy and performance evaluation,and explain the system management theory,social responsibility theory,etc.,to provide scientific and reasonable research for this article.Then it introduces the basic situation of the case company Shandong Iron and Steel,analyzes the status quo and limitations of performance evaluation,and concludes the necessity of constructing a performance evaluation system under the background of the conversion of new and old kinetic energy.While developing the economy,steel companies must strengthen the rational use of resources,environmental protection,and fulfillment of social responsibilities.The most important thing is to cultivate innovation driving forces.Based on the goal of this performance evaluation,a performance evaluation system covering the four dimensions of economy,ecology,society,and innovation was constructed,involving 46 evaluation indicators at different levels.The analytic hierarchy process was used to determine the indicator weights and the fuzzy comprehensive evaluation method was used to develop quantitative and Specific analysis of qualitative index data is used to evaluate the comprehensive performance and coordinated development degree of steel enterprises.Through the specific application of the four-fold performance evaluation model to the regional representative company Shandong Iron and Steel,the rationality of the designed performance evaluation system was verified.Based on qualitative and quantitative analysis,it was found that Shandong Iron and Steel's comprehensive performance was good,and the background of the new and old kinetic energy conversion was basically realized.Under the development goals of“efficiency,greenness,social responsibility,and innovation” for steel enterprises,there is still room for effort in individual dimensions.This article puts forward specific suggestions to improve performance to promote a more healthy and coordinated development.
