In the process of transformation,upgrading and deepening reform,more and more State-Owned enterprises have found that the original management system is facing problems,especially how to build an effective performance management system.The previous performance management model has been unable to meet the needs of enterprise talent management,which presents two main problems: on the one hand,employees' enthusiasm is frustrated and lack of effective incentives;on the other hand,the company's strategic objectives are blocked and difficult to achieve.Therefore,according to the characteristics of state-owned enterprises,we should help enterprises to build a performance management system that matches their business strategy.On the basis of summarizing and summarizing relevant literature on performance management,this paper makes a deep analysis of performance management theory.The research methods used in the analysis process are as follows: questionnaire survey,quantitative analysis and qualitative analysis.In this paper,HN Corporation,a high-tech energy enterprise,is selected as a sample,and problems in performance management,such as the setting of assessment indicators,are found through analysis of its performance management work.Based on the balanced scorecard,this paper builds a set of performance evaluation index system,aiming to improve the HN Company's performance management level and make it better match with the needs of the company and employees.In this way,it can help the HN company to develop better and continuously improve its core competitiveness.
