As an independent industrial and mining area,SH oil company responsible for the social functions such as water supply,power supply,gas supply,heating,property management and municipal,medical and education,has played the vital role for the enterprise development.However,with the continuous development of economy and society and the deepening of the reform of state-owned enterprises,the disadvantages of enterprise management society have gradually emerged,and become an important factor affecting the high-quality development of enterprises.There is an urgent need for SH oil company to accelerate its social functions and build a new mechanism of professional development,market operation and socialization.At the same time,it also promotes the return of government functions,improves the utilization rate of social resources and realizes regional coordinated development.This paper emphasizes the urgency and necessity of promoting reform of the social functions of SH oil company do from the perspective of the development of state-owned enterprise reform and the situation.Through reviewing a large number of documents,collecting relevant policy theories,work reports,conference materials and other materials,the related research was refined and summarized,and the related concepts and theories involved were defined.Then,it sorted out the current status of water supply,power supply,gas supply,heating,property management and other social functions of SH oil company,and summarized the experience of the transfer of early oilfield public inspection,primary and middle schools,municipal administration,medical treatment and other functions,and analyzed the problems and causes in the separation and transfer of social functions of the oilfield office and the specialization,marketization and socialization reform,and research has formed a working idea of "business must be handed over,market must be retained and team must be stable".Then,the article puts forward the ways and means of reforming water supply,power supply,gas supply,heating,property and other social functions in SH oil company,and measures to support the development of the main industry,guarantee production and life,serve the society and create efficiency,and create a professional,market-oriented and socialized development pattern of the winning brand,and established a safeguard system.In the end,the article provides a reference for SH oil company to speed up the transfer of social functions and promote the social functions of enterprises to be integrated into the government management system and integrate into the social development environment.
