It is very important for companies to make a scientific and reasonable budget plan and implement the plan successfully.Budget management is one of the most important tasks for enterprise management,especially for oilfield enterprise management.The comprehensive budget management with the core of benefits plays an important role in the improvement of the standard of enterprise management.With the reform of the oil and gas system in China,the upstream companies with a high degree of monopoly will become the first major task of reform,and the uncertainty and risk in the development of oilfield enterprises will be increased.The FCYT Oilfield Operating Area is a secondary unit of Xinjiang Oilfield Company specializing in the exploration and production of oil and gas fields.The FCYT oilfield has set up a budget committee and made a closed loop budget management system under the guidance of the Petro China comprehensive budget management system.The FCYT Oilfield Operating Area has made great achievements in the establishment,execution,supervision and assessment mechanism of budget management.And the effect of budget management and the cost control strength of this operating area have been improved.However,there still exist many problems that the enterprise should pay much more attention on the budgeting and look down on the performance in budget management.Combined with the unscientific budget assessment mechanism and the unreasonable assessment results,the effect of budget execution has been reduced.In addition,in order to fully arise the enthusiasm and initiative of grass-root units for cost saving,the release mode of budget needs to be further improved and perfected.Based on the actual situation in budget management of the FCYT Oilfield Operating Area,this paper summarizes some good experiments and methods and discover the existing problems at the same time.In order to exploit the potential areas that can be improved in budget management,the reasons of these problems are analyzed deeply.Combined with some good experiments and methods in budget management of some domestic and foreign oil companies,using the advanced thought and method of budget management,taking the optimization of the release mode of budget as a breakthrough point,and taking the establishment of budget assessment mechanism which matches the release mode of budget as a key research contents,this paper optimizes the existing budget management system of this operating area.All of this work lays a solid foundation for management reform and competence improving of the oil field enterprises under the new situation.
