In order to adapt to the new normal of economic development,China began to implement the supply side structural reform since 2016.Coal and steel de capacity is the primary task of reform,and employee placement is the key and difficult point of de capacity work.Employee placement is not only the process of employee placement,but also the readjustment of enterprise human resource structure [1].Taking the state-owned coal enterprises as an example,for a long time,personnel redundancy and high human cost have become obstacles to the survival and development of enterprises.With the help of the situation of de capacity,the diversion and resettlement of redundant personnel is conducive to the realization of enterprise reform,the maintenance of sustainable development ability,and the good job of job placement,which is also related to social harmony and stability.Dongyuan coal industry group is a state-owned coal enterprise with a long history and large scale in Yunnan Province.It governs Yipinglang,Guishan,Housuo,Enhong and other state-owned old mines built in the 1950 s,with 27000 employees.In2016,with the implementation of the de capacity policy,a large number of coal mines belonging to Dongyuan coal industry group were closed,and personnel diversion became an urgent problem.In this paper,Dongyuan coal group to capacity personnel triage resettlement work is studied,the author goes deep into the Dongyuan group headquarters and its subordinate closed coal mine to carry out field research,collect the relevant data of capacity and personnel resettlement,summed up the Dongyuan coal group "six batch" resettlement path,analyzed the existing problems in the resettlement process,such as the lack of funds,employees’ resistance,the lack of social support,the lack of social support and the lack of social support Finally,combined with Maslow’s hierarchy of needs theory,personnel flow theory and training management theory,this paper puts forward some countermeasures to solve the problems of personnel placement,such as multi-channel fund-raising,strengthening the psychological counseling of employees,meeting the demand to encourage personnel diversion,expanding external employment channels,scientific and accurate implementation of training,etc,It is expected that the research of this paper can provide reference for the improvement of the follow-up personnel diversion work of Dongyuan coal group.
