Research On Safety Supervision Problems And Countermeasures Of Special Equipment In C District Of Nantong

Special equipment refers to boilers,pressure pipes,pressure vessels(including gas cylinders),lifting machinery,passenger ropeways,elevators,special motor vehicles and large-scale recreational facilities in the field(factory).These devices are dangerous and life-threatening.Because of these characteristics,in order to ensure the safe use of special equipment and avoid accidents,the state conducts comprehensive supervision at all levels in its production,operation,use,inspection and testing.In recent years,with the rapid development of our economy,the types,quantities and scales of special equipment are constantly increasing,and people's safety requirements for life are constantly improving,and the pressure of the state on its safety supervision is increasing.From the daily news,we often hear about the explosion of a boiler in a chemical plant and the malfunction of an amusement facility in a place,resulting in casualties.Therefore,the relevant departments need to continuously improve the efficiency of special equipment safety supervision.Firstly,this paper expounds the related concepts of safety supervision of special equipment and special equipment and the government's function orientation in safety supervision of special equipment.Secondly,based on the field investigation in C District of Nantong City,the paper describes the current situation of safety supervision of special equipment in this area,including the types and quantities of special equipment in this area,the registration of equipment,the general situation of relevant units,the general situation of elevators in use and their functions.Employees qualification status,organizational structure,safety monitoring system,elevator two-dimensional code label management system,information platform system,etc.Thirdly,based on five typical cases of special equipment safety supervision in District C in 2017,the problems of special equipment safety supervision are analyzed,which are as follows:weak legal and safety awareness of use and maintenance units,personnel;overlapping government functions,cumbersome and time-consuming process;insufficient safety supervision,formalism of supervision;and flaws in management information platform.And focus on the government supervision to find out the root causes of the problem:the legal system of safely supervision is not perfect,the punishment is not enough;the responsibilities of government departments are not clear;the number and knowledge level of supervisors are limited,the supervision is difficult;the state lacks funds and scientific and technological investment.Finally,based on the experience of developed countries such as the United States,Canada and Japan,this paper puts forward some countermeasures and suggestions to improve the safety supervision of special equipment:to improve the legal system and enhance the awareness of legal safety;to optimize the division of functions and to develop and utilize modern information technology;to pay attention to team building and strengthen supervision;to increase investment in science and technology to provide financial and technical support for safety testing and supervision.
