Thanks to the rapid advancement of global economy and technology,and the increasingly fierce competition,companies and organizations from all fields have to upgrade the traditional management methods and improve their management level so as to survive in markets both at home and abroad.Human resource management,being the core part of organizational modernization management,plays a vital role in improving organizations’ operational performance.As a necessary means of modern organizational management,performance appraisal management is one of the major parts in organizations’ human resource management system.An important question that organizations needs to consider thoroughly in performance management is how to give full play to employees’ enthusiasm and initiative.This paper conducts an in-depth study on the improvement of performance appraisal plan for the employees in the headquarters of China Tobacco Hunan Industrial Co.,Ltd(hereinafter referred to as the “Company”).Based on intensive reading of a large number of related literatures and books,this research analyzes the causes of the existing problems and then designs an improvement plan of performance appraisal management for the Company’s headquarters according to its needs.Taking into consideration the current situation of the Company’s human resource management and the headquarters’ present performance appraisal conditions and problems including weak market awareness and a lack of performance management awareness,the paper employs theories such as goal management and performance management.It indicates that the problems of the present performance appraisal plan are mainly caused by the influence of the special institutions of tobacco industry,incapability of quantifying the appraisal indicators,and delay in performance feedback.It also clarifies the goal and principles for the improvement plan and further explores and designs the indicators,assessment scheme and result application of the performance appraisal.Moreover,it also formulates the implementation plan and guarantee for the improvement program,and provides evaluation and feedback on the expected implement effect.This paper endeavors to integrate scientific management theory with practice to find out a set of appropriate performance appraisal program for the employees in the Company’s headquarters through using the theories and approaches of modernperformance management and performance appraisal management and considering the importance and necessity of construction of performance appraisal system in tobacco industry.In the meantime,it hopes to provide experience and enlightenment for organizations of the same kind.
