According to data released by the National Bureau of Statistics, the number of poverty-stricken people nationwide in 2019 decreased by 11.09 million compared with the previous year, and the poverty rate fell by 66.8%.The poverty alleviation work has achieved results. However,China's poverty problem remains severe. At present,China's poverty alleviation policies and various poverty alleviation measures do not include low-income residents, and low-income families are highly vulnerable, and the problem of poor ability to deal with risks cannot be ignored. In Shanxi Province,a traditional mining and processing company that mainly produces nonferrous metals such as copper and iron ore.Due to the large amount of harmful gases emitted during the production process, relevant departments required it to stop production for rectification, resulting in a large number of employees being forced to retire. And diversion, many low-income families are concentrated in the 45-year-old labor force due to their low education level, lack of other labor skills, and it is a young and middle-aged family. Most of the families are old and small, and the mines are low after the suspension Income-income families are facing larger problems.Do low-income families in the mining area have the ability to adapt to or respond to these risks, and can make good use of development opportunities to enhance their sustainable development capabilities? This will be a problem that traditional mining areas should pay attention to in the future development. Therefore, based on the risk perspective, this paper fully considers various characteristics, uses vulnerability theory, and quantitative and qualitative methods to describe the vulnerability performance and characteristics of low-income families in traditional mining areas, and calculates the probability of low-income families falling into vulnerability. The main factors affecting the vulnerability of low-income households are analyzed in terms of factors and capital factors. Finally, according tothe influencing factors of vulnerability, the role of government and social workers is brought into play, and reasonable suggestions are made for the actual situation of enterprise A,thereby reducing traditional enterprise A in the mining area. The vulnerability of low-income families promotes their continued and stable development.
