The implementation of ecological compensation fiscal expenditure policy in China not only promotes the comprehensive treatment of ecological environmental pollution in the river basin,but also has a positive impact on the solution of poverty,which is conducive to the realization of the win-win situation of ?ecological environment protection? and ?residents' income increase and poverty reduction?.Therefore,studying the income increase and poverty reduction effects of the ecological compensation fiscal policy has important guiding significance for China to scientifically evaluate the implementation effect of the ecological compensation fiscal expenditure policies and measures in the river basin and improve the ecological protection compensation mechanism.This paper reveals the similarities and differences of poverty reduction effect of government-led ecological compensation fiscal expenditure and market-based ecological compensation fiscal expenditure.On this basis,this paper makes an empirical test based on the empirical data of Xin'an River Basin of Anhui Province from 2010 to 2017.The results show that:(1)The results of the benchmark regression model show that implementation of ecological compensation fiscal expenditure in this river basin has a significant effect on the poverty reduction,and the market-based ecological compensation fiscal expenditure is more effective in reducing poverty than the government-led ecological compensation fiscal expenditure.(2)While taking industrial structure as the threshold,the threshold effect of ecological compensation income increase effect and poverty reduction effect have similarities and differences.The income-increasing effect of government-led ecological compensation fiscal expenditure is consistent with the trend of poverty reduction,and both have a double threshold characteristic,showing an inverted ?U? development trend of rising first and then decreasing.In terms of market-based ecological compensation fiscal expenditure,the income-increasing effect and the poverty-reducing effect are different,and each has a single threshold.However,the income-increasing effect will show an accelerated growth trend when it crosses the threshold,while the poverty-reducing effect will show a slight weakening trend.Therefore,this paper concludes that market-based ecological compensation fiscal expenditure is more conducive to the increase of income and poverty reduction in the compensated area than that of government-led ecological compensation fiscal expenditure.Based on this,this paper puts forward corresponding policy recommendations,in order to provide reference for the decision-making of accelerating the establishment of the system and mechanism of the fiscal expenditure for upstream and downstream ecological compensation.
