| The situation of economic globalization has become more and more obvious.In the increasingly competitive marketing environment,the administrative means of regulation and control have not been seen much.The survival of the fittest,the customer needs achieve the survival of the products and even the survival of the fittest.And the key of the product to win in the market is to use scientific research and innovation to improve core competitiveness.To meet the demand of increasingly competitive market environment,enterprises desire to pursue their own development.Therefore,how to establish a oriented market wide and tightmanagement process of scientific research funds,give full play to the benefit of capital and highlight the competitive advantages,become an important task for the survival and development of the enterprises.S enterprise is a high-tech innovative enterprise transformed from scientific research institution of the technology development of the former state institutions.The investment of scientific research funds is great,the source of funds is wide,and the management process is complex.This paper takes the status analysis-finding out the problems-solving problems as the thinking path,classifies the research funds according to the different standards,makes a full summary of its content,and highlights the characteristics of the fund management through the horizontal comparison.The paper discusses the classification,the value embodiment,the implementation method of the process management and the content and the purpose of the budget management,and the application value and practical significance of the above two parties to the management of scientific research funds.In this paper,the basic situation,organizational system,main business and the management status of the scientific research funds of S enterprises are introduced in detail.With the cognition of my own work,this paper summarizes the existing problems as follows:firstly,lack of division of laborbased on process;secondly,process setting ignores process management;thirdly,the setting of key control points are not reasonable;fourthly,there is a breakpoint in the chain of fund management process.Based on the above problems,it is concluded that the defects of organization,process and system are the fundamental reasons for the problem,and take this as the guidance to the overall design of the research fund management of S enterprises,mainly divided into the design of the job division of the organization,the optimization of the process,and the relevant system and the form.Finally,based on the difficulties of S enterprises,such as "poor process management organization","information asymmetry" and "high resistance to process reform",some measures such as "setting up the fund management committee","establishing the information platform for funds management" and "optimizing the whole staff support process" are put forward to guarantee implementation of the processof the scientific research funds management of the S enterprises.The purpose of this paper is to enable S enterprises to improve the efficiency of management through the optimization of the management process of scientific research funds,and to make full use of the efficiency of funds.Enterprises need to,on the one hand,fill loopholes and strengthen control,on the other hand,seek support from outside,ease financing pressure and enhance corporate reputation.And complying with the trend of the reform of the national science and technology system,enterprises should break down the obstacles of deep-seated system reform,stimulate the inspiration of scientific and technological innovation,and enhance the core competitiveness of enterprises. |
