Research On The Governance Strategy Of Irregular Reclamation In Shenzhen Based On IAD Framework

Shenzhen has achieved urbanization and industrialization at an amazing speed.But due to extensive land development in the early stage of economic boom and unique dual-structure of land property rights,the existing land space in Shenzhen is increasingly difficult to meet the new development needs.The Shenzhen government takes reclamation as an important means of acquiring low-cost land.As a common pond resource,the reclamation needs to be regulated.However the marine regulatory regime and relevant laws are sincerely behind the increasing reclamation.Let alone the rapid appreciation of land property in Shenzhen.These factors together create a great arbitrage space for reclamation,which leads to irregular reclamation.This study focus on irregular reclamation in Shenzhen,based on the IAD framework developed by Eleanor Ostrom,which is used to construct the governance process of irregular reclamation.This study mainly discusses the influence of institutional variables,environmental variables and collective attribute variables on the collective behavior and decision-making of government,enterprises and village-collective.Discussion of the interaction mechanism and results of spontaneous connection between subjects around governance issues under the influence of external variables is also on the table.Due to the mechanism of land reclamation is faultiness,and the various participants in land reclamation,the current situation of irregular land reclamation projects is complicated.Therefore,the government has formed different handing strategies for irregular land reclamation under different circumstances.In this study,three representative cases are presented to demonstrate the stage of governance action in irregular reclamation between government and State-owned enterprises,between government and private enterprises,between government and village-collective respectively.And the formation of collective action mechanism at the operational level is deeply discussed.In order to answer questions such as why the government come up with different handing strategies based on different types of irregular reclamation projects,and how the handing strategies are formed.In cases,subjects have reached the balance of short-term interests through the establishment of interest distribution agreed by both sides,so as to complete the disposal of historical issues derived from irregular reclamation,referring to the legalization of land formed by irregular reclamation.Through typical cases,this study summarizes the shortage of the reclamation in policy regime,and puts forward relevant suggestions on system construction.
