Environmental Benefit Accounting Of Ocean Tidal Energy And Its Impact On Regional Economy

With the development of human social and economic activities,energy shortage has attracted more and more attention.Developing renewable energy has become an effective way to solve the contradiction between current social and economic development and resource shortage.The exploitation and utilization of Marine new energy has great development potential,especially in the countries with relatively backward industrialization development,and there is a huge room for improvement in the development of technology development,policy making,environmental benefit and economic benefit evaluation.As a kind of Marine renewable energy,tidal energy has the characteristics of early development history,huge energy reserves,technical maturity and rich research experience.The evaluation of environmental benefits and social economy of tidal energy resources is the key to rational distribution and utilization of tidal energy,as well as the key to maximize its economic benefits and ensure the sustainable development of environmental resources.Based on this background,this paper takes a tidal power station in Zhejiang Province of China as an example to calculate and analyze its environmental benefits and social benefits through its operation status.Based on the connotation of the environmental benefits of tidal energy,this paper explores the evaluation techniques and methods to construct the evaluation system of its impact on social economy,so as to build a bridge between the environmental value of renewable energy and regional economic development.Based on the actual case of a tidal power station in Zhejiang Province,this paper collects basic data through field investigation,searching statistical yearbook and literature reference,and uses the alternative market method and willingness survey method of environmental resource value assessment to conduct the environmental benefits of the tidal power station.Using the market alternative method,the environmental benefit of the tidal power station during the actual operation period is 287,9629 million yuan per year.Tobit model was used to calculate it more accurately,and the environmental benefit of the tidal power station during the actual operation period was 312,628,200 yuan per year.The social and economic evaluation index system of three levels of tidal energy development is established,and its social and economic impact is studied semiquantitatively and qualitatively.The social effects of tidal power generation can be reflected in improving the energy structure of the region,improving people's living quality,and promoting the development of science and technology.In the whole cycle system composed of nature,economy and society,tidal energy has all productive elements,and it is a direct or indirect effect on regional economic development through direct or indirect effect.In particular,it will integrate with other capital in a new way of energy investment to provide power and other services for the entire economic system and to some extent promote the development and welfare of society.These results provide a theoretical reference for evaluating the economic,social and environmental benefits of new ocean energy projects represented by tidal power.
