The Study On Flood And Drought Disaster And Its Prevention And Control In Hebei Area During The Tang Dynasty

The flood and drought disasters in Hebei Area in Tang Dynasty were only second to those in Guannei,Henan and Jiangnan.According to the statistics of the month when the disasters occurred,there were 84 floods and droughts in Hebei Area in Tang Dynasty,including 56 floods and 28 droughts.The flood and drought disasters have a great impact on the production and life of the local people,and even lead to social unrest.The causes of floods and droughts in Hebei Area in Tang Dynasty are mainly divided into natural factors and social factors.The natural factors mainly include climate environment and unique topography and hydrology of Hebei Area,while the social factors are closely related to land reclamation and timber consumption.In the Tang Dynasty,the control of flood and drought disaster in Hebei Area showed different patterns in different periods.In the early Tang Dynasty,Hebei Area had an important economic and military status,so the central government and local governments paid more attention to the prevention and control of flood and drought disasters in Hebei Area.Pre-disaster prevention is mainly based on improving storage and building water conservancy,while post-disaster treatment is mainly based on sending and receiving relief and adjusting agricultural products.Post-disaster recovery mainly includes exemption of agricultural products due to disaster,relief and loan,etc,which has good flood and drought disaster prevention effect.In the late Tang Dynasty,the economic center of gravity gradually moved southward,and Hebei Area was dominated by Hebei military governorship(????).Although the imperial court paid some attention to the relief of flood and drought disasters in Hebei Area,such as storage for disaster relief and dispatching of envoys to relieve disasters,some results have been achieved,but the disaster relief effect is not ideal.However,due to the limitation of data,only action on water conservancy construction can be seen in the disaster relief of Hebei military governorship.The study of flood and drought disaster in Hebei Area in Tang Dynasty can observe the profound change of the relationship between the central government and Hebei Area.
