Zoning for drought disaster prevention and control is one of the effective means to realize the transformation from passive drought resistance to active drought resistance.Mechanism of drought disaster in the karst area is complex,and the technical requirements for drought disaster risk investigation and assessment and zoning preparation(for trial implementation): FXPC/SL D-05 did not consider the drought-induced mechanism comprehensively,resulting in insufficient coordination between the county-level drought disaster prevention and control zoning results and the previous research results,and it was urgent to carry out research on drought disaster prevention and control regionalization.In this paper,starting from the hazard,vulnerability and exposure of drought disaster,combined with the mechanism of drought disaster in karst area,the risk zoning model of drought disaster in Zunyi City is constructed.The weight was determined by the combination of expert scoring method and entropy weight method,and drought disaster risk assessment and zoning in Zunyi City was studied by GIS spatial analysis technology.Assessment of drought disaster risk losses in the current year(2020)was carried out from the two aspects of agricultural drought disaster and the difficulty of drinking water due to drought.The assessment results are superimposed with the drought disaster risk assessment results,and the first-level zoning of drought disaster prevention and control was obtain.Indicators were selected from the aspects ofwater supply and storage capacity of water conservancy project,water use and water saving level,emergency support capacity and social and economic strength to evaluate the drought resistance and disaster reduction capacity,and the evaluation results are superimposed with the first-level division of drought disaster prevention and control,and the second-level zoning of drought disaster prevention and control was obtained.Combined with the fundamental state of topography and geomorphology,industrial layout,social economy,water conservancy construction and drought disaster in 2022,targeted and universal measures for drought disaster prevention and control are put forward.On this basis,an empirical study on the zoning of drought disaster prevention and control at the township scale was carried out.The results of drought disaster risk zoning and prevention zoning are well coordinated with the previous research results,and could provide a scientific basis for the prevention and control of drought disasters in the study area,and provide some reference for the study of drought disaster prevention and control zoning in similar karst areas.The main conclusions are as follows :(1)The overall distribution pattern of drought disaster risk gradually increases from south to north,with obvious regional and flower arrangement characteristics.Based on the risk index of the amount of water resources,the comprehensive topographic index,the cultivated land area and the proportion of dry land are the main influencing factors of hazard,,vulnerability and exposure of drought disaster risk in the study area,respectively.(2)The annual drought disaster loss showed a trend of increasing risk from south to north.Agricultural drought disaster risk is the main influencing factor of drought disaster risk loss in the current year.(3)The distribution pattern of drought resistance and disaster reduction ability is ’ high in the south and low in the north ’.The effective irrigation rate of cultivated land,the centralized water supply rate in rural areas and the utilization coefficient of irrigation water are the main influencing factors of drought resistance and disaster reduction ability.(4)The distribution pattern of regional and flower arrangement coexisted in different control areas.The key prevention and control areas have the characteristics of high frequency and intensity of drought,high terrain comprehensive index,large cultivated land area,high proportion of dry land,large rural resident population base,high risk of drinking due to drought,and low ability of drought resistance and disaster reduction.(5)Low-risk townships have the characteristics of low the comprehensive topographic index,good topographic conditions,low proportion of agricultural population and relatively low proportion of dry land.The general prevention and control areas were distributed regionally,and the prevention and control levels showed an increasing trend from the urban area of Banzhou to the surrounding areas. |
