Research On Legal Issues And Countermeasures For Coordinated Protection Of Water Resources In Yangtze River Delta Region

In recent years,the three provinces and one municipality in the Yangtze River Delta region have been focusing on "ecological green",setting up a series of ecological environmental protection mechanisms into projects and continuously carrying out joint cooperation to promote ecological green.Therefore,the coordinated management of water resources in the Yangtze River Delta region will be a vital part of the ecological management of the three provinces and one municipality in future.The Yangtze River Delta region contains several watersheds,mainly the Yangtze River basin,Taihu Lake basin and Chaohu Lake basin,and the traditional legal mechanisms for water pollution management can hardly adapt to the development needs,revealing many legal problems that must be solved.In response to these existing problems mentioned above,this paper conducts the following studies.Firstly,this paper provides an overview of the content related to laws and regulations,systematically composes the relevant legal regulations of water resources protection in the country and the Yangtze River Delta region,and summarizes the theoretical basis of water resources governance to provide a basis for solving the legal problems in the coordinated protection of water resources in the Yangtze River Delta region.Secondly,by examining the various practices of water resources coordination and protection in the Yangtze River Delta region,this paper outlines some of the problems that exist in regional coordination and protection.At present,from a legislative point of view,the Yangtze River Delta region's water resources coordination and protection legal regulation system is not sound;from the level of governance bodies,the Yangtze River Delta region's water resources governance in the main body is difficult to coordinate,there are still conflicts between the central and local,local and local,and the coordination of water rights regulatory capacity is still weak,the Yangtze River Delta region judicial collaboration mechanism is not perfect,the Yangtze River Delta region public participation system is lacking.Therefore,it is necessary to propose targeted legal responses in order to improve the coordination system and enhance the governance capacity.Again,the main purpose is to summarize the measures and experiences of coordinated water resources governance in the extra-territorial region.Through the three aspects of legal system,institutional settings and management tools of major basins outside the region.On the one hand,we can recognize the deficiency of water resources coordination and protection in the Yangtze River Delta region.On the other hand,it is of great significance to improve the legal system of water resources coordination and management in the region,determine the main body and responsibilities of basin governance,improve the ability of water rights management,and strengthen public participation in the process of basin governance.Finally,based on the legal problems of coordinated water resources governance in the Yangtze River Delta region and the experience of governance outside the region,this paper puts forward countermeasures to solve the legal problems of coordinated protection of water resources in the Yangtze River Delta region from five angles:legislation,governance body,coordinated management of water rights,judicial coordination and public participation,so as to establish a long-term mechanism for the coordinated governance of regional water resources and solidly implementing the sustainable development concept of "green water and green mountains are golden mountains".
