In recent years, with the rapid development of information technology, the public's demand for modernization, specialization, and refinement of water conservancy information has continued to increase. The new era has put forward professional, refined, and intelligent management requirements for water conservancy informatization. The launch of the first national water conservancy survey has laid a solid data foundation for the construction of water conservancy informatization. With the continuous changes in water conservancy business content and management requirements, the existing data framework has exposed some shortcomings and needs to be continuously optimized and improved. This research uses GIS technology, takes the construction of spatiotemporal data framework as the main research content, uses the spatiotemporal data organization method for water conservancy objects and the multidimensional subject mining method based on data cubes to construct a data framework that serves the "one picture" of smart water conservancy.Water conservancy management users and government departments provide decision-making support.Taking Sichuan Province as the research area, the construction of a data framework for smart water conservancy "One Picture" was carried out.According to the spatiotemporal data of water conservancy and its business characteristics, the water conservancy data is divided into three categories: basic water conservancy data, thematic water conservancy data and basic geographic data.Water conservancy objects are divided into 2 categories,4 major categories,9 medium categories, and several small categories.Describes the relationship between water conservancy objects, including spatial relationship, time relationship, attribute relationship and business relationship.Taking Sichuan Province as the research area,we will sort out the existing data and collect water conservancy data from January 1,2020 to December 31,2020.Using the theme of "clearing the four chaos" of patrolling rivers and rivers and lakes, conceptual and logical model modeling is carried out through E-R diagrams and UML models to form a spatiotemporal data model oriented to water conservancy objects.A set of "One Map" database tables for smart water conservancy in Sichuan Province has been formed, which mainly includes 7 basic water conservancy database tables,5 water conservancy thematic database tables and 1 basic geographic database table.Based on the construction of the data framework, the theme and dimensions of the "one picture" of smart water conservancy are subdivided, and the visual expression of spatiotemporal data cubes is realized, and further analysis of water conservancy spatiotemporal data mining and analysis.According to the content and characteristics of water conservancy business, the data cube-based multi-dimensional theme mining method divides the theme of "clearing the four chaos" of patrolling rivers and rivers and lakes, depicting dimensions such as time, space, business management, and administrative divisions. The time dimension refers to water conservancy objects.Establish time and end time, and start and end time of water conservancy business;Spatial dimensions include watersheds, rivers, etc; The business management dimensions are rectified, not rectified, and pending rectification, etc.;the administrative division dimensions include four levels: province, city, county, and township.Based on GIS technology, the space-time cube is constructed through aggregation of points and multi-dimensional raster layers to realize the visualization of space-time data cubes. The emerging space-time hotspot analysis method is used to in-depth mining and analysis of space-time data. The results show that the problem areas of patrolling rivers and rivers and lakes are "clearing the four chaos" The spatial distribution is quite different, with less distribution in western Sichuan, concentrated in eastern regions such as Chengdu and Mianyang. In summary, the main conclusions of this study are as follows:(1)Constructed a data framework of “One Picture” for smart water conservancy, selected Sichuan Province as the research area, and took the theme of “Clearing Four Disorders” on rivers and lakes as examples, and constructed a set of basic water conservancy data, water conservancy thematic data and foundation Database tables dominated by geographic data;(2)Divided the classification of water conservancy objects, including 2 categories,4 major categories,9 medium categories and several small categories, describing the time relationship, space relationship, attribute relationship and business relationship;(3)Constructed a spatiotemporal data model for water conservancy objects, and constructed conceptual models and logical models using E-R diagrams and UML models;(4)Based on the data cube-based multi-dimensional topic mining method, the theme of "clearing the four chaos" of patrolling rivers and rivers and lakes is divided, and dimensions such as time, space, and business management are described. On this basis, the use of multidimensional raster layers, aggregation points and other methods in GIS software to achieve visual expression, through analysis of emerging spatiotemporal hotspots, further mining and analysis of the causes of river patrol and four chaos problems.
