The control and rational development of marine resources is one of the most important focuses of all countries in this century.The important instructions have been made by the "13th Five-Year Plan" and the report of the 18 th National Congress of the Communist Party of China for the development of marine economy and the protection of marine ecological environment.The island is an exclusive economic zone on the sea,as well as a window for the country to open to the outside world.In particular,inhabited islands have served as a transit point for the exchange of land and sea resources,and they are the economic growth poles that deserves attention in the marine economy.For a long time,significant progress has been made in China’s island economy,and the work of island area ecological environmental protection.However,compared with developed countries,the gap cannot be ignored: the development model is relatively simple,ecological protection and economic development are not coordinated,island resource self-sufficiency is generally poor,economic scale is difficult to expand,and a certain degree of ecological environment must be sacrificed to "pay the bill" for its import demand,so there is still a long way to go to achieve coordinated economic and ecological development.Therefore,the transition from traditional island waste treatment to the combination of recycling economy-guided resource reuse and safe disposal,and achieving a win-win situation for economic development and ecological environmental protection,should become the dominant trend in island management in the future.At present,the development of circular economy has become an inevitable choice for China to realize the coordinated and sustainable economic and ecological environment.Extensive practice has been carried out in various provinces and cities.Regional material flow analysis(MFA)is an important method for the development of circular economy.The use of it can accurately grasp the impact of the economic development level and material dynamic transmission process of the study area on the ecological environment,and facilitate the timely supervision and control of decision-making departments.However,looking at the research and practical results,the research on circular economy performance and environmental impact assessment system for islands,especially inhabited islands,is still blank.Carry out island circular economy application research,build zero-waste islands,use island material flow analysis methods to analyze and control the material flow of the island ecological economic system,improve island protection capabilities and marine economic influence,and demonstrate the modern islands governance ability of China,has important practical significance.Under the framework of the regional material flow theory,this study took the inhabited island of Lingshan Island in Qingdao as an example,analyzed the material flow status of Lingshan Island,screened out the main influencing factors,and proposed a panoramic view of the material flow in the island area.By processing the material flow data in the island area and using the IPAT resource and environmental impact model,a comprehensive evaluation index system for the zero-waste construction of a resident island with a layered and distinct weight was established.On this basis,the comprehensive evaluation index system for the zero-waste construction of Lingshan Island was determined.Finally,suggestions on the practice of material flow analysis on islands with residents and specific suggestions on the zero-waste construction of Lingshan Island are put forward.Some indicators such as 2025 GDP/resource input(yuan/t)indicator value is 2700,domestic waste classification and recovery rate(%)indicator value is 60,domestic waste resource utilization rate(%)indicator value is 20,waste final disposal rate(%)The index value is 100,and the annual environmental capacity index value is 400,000 person-times;In the elements of the criterion level,the weights are ranked from high to low as economic development index 0.455,ecological environment protection index 0.263,circular economy characteristic index 0.141,and green management index 0.141;In the scheme layer,the weight ranking of economic development indicators is taken as an example: GDP The average annual growth rate is0.182,the per capita GDP growth rate is 0.182,the contribution rate of fishery to GDP is0.182,the contribution rate of tourism to GDP is 0.182,the energy consumption per unit of GDP is 0.103,the proportion of infrastructure investment is 0.103,and the water consumption per unit of GDP is 0.0634.
