With the rapid development of China's coastal economy,a large number of people have gathered in the coastal areas,and the large-scale human activities such as sea reclamation and pond aquaculture have led to the degradation of coastal ecological environment quality,the loss of natural shoreline and the deterioration of water quality.In order to ensure the sustainable development and utilization of coastal resources,the state supports coastal regulation and restoration work and coastal ecological construction to maintain and improve the quality of coastal ecological environment and enhance the ecological service function of the coast.Therefore,it is important to strengthen the planning and management of coastal ecological construction,alleviate the trend of coastal artificial construction,clarify the objectives of coastal ecological construction,and establish a scientific,objective and universally applicable evaluation index system and scientific and effective evaluation methods for coastal ecological construction.Firstly,this study proposes that the main objectives of coastal ecological construction should be to enhance the ability of disaster prevention and mitigation,to promote ecosystem restoration,to improve the water quality of coastal waters and to drive the economic development of surrounding areas.In order to evaluate the effect of coastal ecological construction,the evaluation index system of coastal ecological construction effect is constructed,which consists of target layer,criterion layer and index layer.The criterion layer includes four aspects: safety index,ecological index,water quality index and social and economic index.From these four aspects,29 index factors are selected to constitute an index layer,and the evaluation grade of each index factor is divided into four grades: "excellent,good,pass and poor",and the grading standard of each index is clarified.Then,based on Fuzzy Comprehensive Evaluation(FCE),the evaluation model of multi-level coastal ecological construction effect is constructed.Considering the conflict and contrast between the indicators,the CRITIC method is used to determine the weight of each indicator,and the evaluation membership matrix is determined according to the actual value of each indicator factor and the grading standard.The index weight and membership matrix are used as the input of the model,and the evaluation results are scored to get the quantifiable evaluation results.Finally,taking an coastal ecological restoration project in the north of China as an example,the field monitoring of the restoration area is carried out to obtain data,and the multi-level model is used to evaluate.The first level fuzzy evaluation showed that the safety index score was 94.35 points,the ecological index score was 89.59 points,the water quality index score was 84.58 points,and the social and economic index score was 96.50 points.The second level fuzzy evaluation showed that the overall restoration of the area was good,with a score of 90.42 points.It is suggested that follow-up monitoring should be carried out in the project area to form a monitoring database,so as to lay a foundation for further research on coastal remediation effect evaluation.The evaluation index system and evaluation model of coastal ecological construction effect constructed in this paper can provide reference for the inspection,assessment and acceptance of coastal remediation projects,and provide support for the improvement of coastal remediation planning and technical standards.
