Decision-making is the choices people make in daily life and work.However,with more and more selectable factors,the actual decisionmaking environment has become increasingly complex.Whether decisionmakers can make correct decisions quickly and accurately not only affects individuals but more related to the development of society.However,when people make decisions,decision makers cannot make accurate decision on the evaluation of some quantitative descriptions,because their distinct cognition and different information expression.Therefore,language variables are extended to the environment of fuzzy decision-making which is used to evaluate information and obtain more accurate evaluation results.Considering the form of the evaluation information,the interval linguistic neutrosophic is a new and effective language expression method.The one is the evaluation information expressed as an interval number to be better describe the uncertain of the information,and the other using linguistic variables expressed by true-value membership,uncertain membership and false-value membership.The information expressed by interval linguistic neutrosophic is complete and coincidence with the way people express.It further expands the decision-makers' choice range.When dealing with multi-attribute decision-making problems,there are generally two effective processing tools,one is the aggregate operator,and the other is decision-making methods.For example,the Bonferroni Mean operator can consider the correlation between attributes,making the result of the information more accurate,while the Choquet integral operator can not only consider the mutual relationship between attributes but also reflect the mutual importance of attributes according to the degree of ambiguity.Some traditional information evaluation methods can also handle evaluation information well.For example,the PROMETHEE method,which is higher than the relationship level,not only considers the correlation between attributes,but also considers the preferences of decision-makers.It is obtained by calculating the net flow of the alternatives.The decision results can accurately obtained in practical applications.Therefore,this paper extends the above two types of operators and the PROMETHEE method to the interval language neutrosophic sets,and proposes corresponding decision-making methods.The main innovations of this paper are as follows:(1)The hamming distance and euclidean distance based on interval linguistic neutrosophic are proposed.It provides mathematical theory for interval linguistic neutrosophic in the study of multi-attribute decisionmaking.(2)Integrate the interval linguistic neutrosophic numbers with two effective integration operators and prove the characteristics of these operators.Propose an interval linguistic neutrosophic numbers standardized weighted Bonferroni Mean average operator and interval linguistic neutrosophic numbers choquet average operator,which was verified with two cases and a comparative analysis to clarified the superiority of the proposed method.(3)Combine the objective weight model of the maximum deviation method and the PROMETHEE method to construct a new multi-attribute decision-making method.It can effectively reflect the preference of the decision-maker and the priority degree between the plans.Through the analysis of the example of the location of electric vehicles to verified their scientific and effectiveness.
