In the context of global climate change, natural disasters are occurring in various countries. As one of the countries seriously affected by natural disasters,China is also facing the increasingly serious threat of natural disasters. The use of scientific techniques and tools for disaster prevention and mitigation research is of great significance. As an important element in emergency management, emergency assessment(emergency evaluation)has different evaluation purposes and contents in different emergency management phases. The emergency performance evaluation is an assessment of the effectiveness of emergency management work, which needs to be carried out on the basis of an all-round and whole process emergency response analysis for different disaster emergency events and with the help of expert experience. There is still relatively little research on recurrence modelling and visualisation of the whole process of disaster emergency response. This paper constructs an emergency disposal process recurrence model with the help of a multi-grained spatio-temporal data model to invert the evolution of a real scene or the individual states and evolution of a single important scene fragment to realise disaster incident query and history retrieval, and on this basis, with a view to serving relevant emergency decision makers for subsequent emergency applications such as emergency disposal assessment. The main research of this paper is as follows.(1)The modelling process of multi-grained spatio-temporal objects is sorted out,and on this basis,a multi-grained spatio-temporal object representation model for disasters in the emergency field is constructed, and a generation tool is built based on the node-gdal library to realise the unified organisation and storage of traditional GIS data models to multi-grained spatio-temporal object models in the shapefile format, for example.(2)An expression model for the recurrence of the emergency disposal process was constructed based on the event scenes, and a process recurrence playback script was automatically generated using the scene sequence as an example.Considering the relationship that scenes can be generated by events, only the events were modeled based on frame theory for storage.(3)Based on the grey class theory,a set of general emergency disposal effect evaluation process and method was constructed, and the corresponding evaluation system was built from the perspective of emergency rescue timeliness,on-site disposal effectiveness and social stability, and the grey clustering method was used to comprehensively evaluate the emergency disposal effect on the basis of AHP weighting.(4)A B/S prototype system based on the Cesium 3D map engine was designed and developed, with the visualisation of the emergency response process as the main content.Based on the constructed recurrence script for data organisation and business logic control, the recurrence visualisation of the emergency response process was realised.
