Social life requires a large number of communication equipment to support the normal operation of mobile network communication,and the number of mobile communication base stations is also increasing.While the construction of base stations brings convenience to social life,the human body is inevitably exposed to different levels of electromagnetic radiation.However,there is still controversy in academic circles about whether electromagnetic radiation will affect human health.With the improvement of living standards and the awareness of environmental protection and rights protection,people began to pay more and more attention to the problem of electromagnetic radiation pollution.Due to the lack of a thorough understanding of the principle of electromagnetic radiation,and insufficient trust in government monitoring methods,some residents "talk about radiation discoloration",causing excessive psychological panic to electromagnetic radiation,and incidents of resistance and obstruction to base station construction have occurred repeatedly Therefore,the resistance of 5G base stations to community residents in the process of site selection,construction and operation is inevitable,and the social conflicts and aversions that occur,conflicts and games may become obstacles to 5G base station construction and promotion of 5G network services,and also affect society.A hidden danger of stabilityIn the past 3G and 4G base station construction and operation management processes,long-term research has focused on the negative externalities of base stations,people's risk perception,and conflicts of interest,etc.,and public risk perceptions that affect the occurrence and evolution of base station construction conflicts,Analysis of factors such as corporate construction behavior,cost-benefit balance,and risk communication is still insufficient,especially from the perspective of dynamic evolution to explore the psychological,behavioral,and strategic preferences of base station construction stakeholders There is still relatively little research,lacking systematic theoretical analysis and Scientific analysis and evaluation methods,and conflict resolution strategies based on this.Therefore,the research on the avoidance effect and social conflict resolution strategies of base station construction is carried out,and the behavioral strategies and conflict resolution mechanisms of stakeholders in base station construction are analyzed in depth,in order to provide effective theoretical references for social conflicts caused by the construction of 5G network infrastructure,Has certain theoretical and practical value.In terms of research ideas,the paper focuses on the electromagnetic radiation pollution risk of mobile communication base stations and the social conflicts caused by them,which are characterized by realistic uncertainty and the differences in stakeholder risk perception differences.First of all,the typical cases of base station construction conflicts are rooted and analyzed.Based on a large number of news media reports and analysis of public data of operating companies,this paper explores the impact of base station construction conflict scenarios on the implementation of community residents' coping strategies.Secondly,the social conflict analysis of 5G base station construction and operation is analyzed by combining social conflict analysis theory,stakeholder theory,risk perception theory,and evolutionary game theory.The main research results are as follows:(1)From the root analysis,it is seen from the decision-making process of community residents in the conflict of base station construction that the conflict situation of base station construction affects the psychological perception of community residents.The community residents are selective through information processing and risk processing.The corresponding conventional behavior,rational response behavior and irrational response behavior.Under high risk perception,community residents are more likely to make irrational coping actions,such as destroying base stations.(2)Based on the evolutionary game theory,construct an evolutionary game model for the behavior strategy of"community residents-operating enterprises",analyze the conflicts and games between the three stakeholders,the government,operating enterprises,and community residents,and discuss the problem by duplicating dynamic equations Coordination and equilibrium of base station construction conflicts and games.The results of the game analysis show that during the construction of the base station,the strategic choices of community residents are affected by their own degree of risk perception.Factors such as the construction behavior of the operating company,the distance between the base station and the residential area,the degree of compensation,and the risk communication mechanism will also affect the residents of the community.Strategy;through improving construction,optimizing site selection,reasonable compensation and strengthening the effect of risk communication mechanism can reduce the loss of residents and increase the probability of community residents to adopt cooperative strategies.(3)The social game analysis method was used to verify the evolutionary game model and analysis results,to expand the channels for residents to express their opinions and rights,and to increase the level of residents' participation in the base station construction process,which is conducive to strengthening the community residents'strategies for operating enterprises.Impact and supervision,increase the probability of operating companies to adopt improvement constructionTo sum up,to resolve the conflicts and games between stakeholders during the construction and operation of base stations,it is necessary to reduce the cost of rational protest of residents,the cost of improving construction and risk communication of enterprises,and increase the irrationality of community residents.Protest costs and non-improving construction of enterprises need to bear risks,so as to increase the probability of residents adopting cooperative strategies and enterprises adopting improved construction strategies,and to comprehensively coordinate conflicts of interest between different stakeholders.
