In recent years,social and economic development has been steadily advancing.Economic development is inseparable from construction,and construction is inseparable from the use of land.With the continuous deepening of the reform of the government system,the tasks of land and resources management work continue to increase,and the work pressure of the grassroots land and resources system is also increasing.At this stage,the assessment of land personnel by the human resources of the basic land resources system in China is basically the same as the assessment of civil servants by other government agencies.Due to the wide scope of land work,there are many aspects,and the methods and cycles of assessment cannot fully reflect the performance of land workers.The effectiveness of the work and the assessment indicators are not comprehensive enough.The theoretical basis for assessment is mostly the same unified documents as other government agencies.The deviation of the assessment indicators,methods and actual work leads to problems such as low enthusiasm of some personnel and unreasonable evaluation of work results in the system work.Implementation of comprehensive performance management and rising to the strategic level,through the analysis of the staff's real performance analysis and detailed performance assessment,in order to stimulate the vitality of staff officers,optimize organizational behavior,in order to better complete various tasks.Improving the work efficiency of the grassroots land and resources system and the credibility of government departments has become an urgent problem to be solved.Based on the work function of the land and resources department,this paper summarizes the relevant concepts of human resources management performance management through analysis and research on literature,various theories and practical case experiences,and compares it with foreign countries,especially the advanced experience of human resource performance management in public sectors in western developed countries,as well as the practice of performance management in other public sectors in China.In addition to using human resources management performance management related theories,taking Cangnan County Land and Resources System as an example,combining with the working characteristics of this system,to study the grassroots land and resources system human resources performance management methods,with a view to in-depth Excavate the pain points and difficulties in the human resources management of the land and resources system at the grassroots level,explore cracking methods,better stimulate the internal potential and work enthusiasm of the staff,improve work style,improve work efficiency,and promote the harmonious development of socialism.
