The frequent occurrence of earthquake disasters in recent years caused serious damage to people’s lives and property. As the basic guarantee in the rescue process, the reliability of the road network seriously affects the efficiency of evacuation and rescue after the earthquake. In addition,in the post-earthquake rescue work, the primary problem is the location of the rescue center, which directly affects the rescue efficiency and effectiveness. Therefore,it is very important to study the optimization of road network and the location of rescue center after earthquake based on the connected reliability, and worth further research.Based on the previous experience, relevant knowledge and technologies, such as graph theory, traffic planning theory, mathematical statistics, operational research, seismology, complex network theory et.al,the model of post-earthquake network optimization based on connected reliability and the post-earthquake rescue center location selection are established, and the model are solved by Matlab programming. It provides theoretical support for post-earthquake evacuation and rescue, changes "passive rescue" to "active prevention".Firstly,by analyzing the graph theory model, network topology and reliability model, the internal relations between them can be obtained.Based on this, the reliability of the post-earthquake road network is studied.Monte Carlo simulation method is used to calculate the reliability between the nodes of the virtual road network, and then the reliability of the road network system is obtained.Besides, the relevant theory of road network optimization is analyzed.According to road network optimization theory, combined with the calculation results of road network reliability,a road network optimization model with cost as target and reliability as constraint is constructed.By calculating the probability importance and key importance of road network units, the model is solved by enumeration method, and the optimal scheme is obtained. Finally,by analyzing the site selection factors and referring to the conventional site selection models and methods, based on reliability between nodes of the road network,a phased dual-objective rescue center location model is established. The location model is divided into two stages,in the first stage, the alternative location schemes of rescue centerare is solved by the average of reliability between nodes;in the second stage,a dual-objective programming model with the goal of minimum of maximum shortest connected path distance and minimum connected path distance is established,on the basis of the alternative plans, and the optimal location scheme is obtained. It provides theoretical support for post-earthquake rescue work and has practical engineering guiding significance.
