Application Of Semi-parameter Spatial Econometric Model In Analysis Of Air Pollution Influencing Factors And Evaluation Of Governance Performance

As the economy develops and the level of industrialization increases,air pollution will directly cause great harm to people’s lives and even physical and mental health.In2017,Premier Li Keqiang proposed the blue sky defense plan.In response to the call of the country,various localities have introduced relevant pollution control policies.Therefore,in-depth exploration of the influencing factors of air pollution is particularly important for symptomatic treatment in various regions.Based on the 2014-2019 air quality AQI data,social and meteorological factor data,this paper conducts an exploratory analysis of air pollution in 31 provinces and cities across the country.Firstly,from the perspective of time and space,in terms of time,my country’s air pollution in winter is high,followed by spring and autumn,and the air quality in summer is the best,and the overall air pollution level is decreasing year by year;In terms of space,northern cities have more serious air pollution than southern cities,showing a certain spatial correlation.The Moran index is basically stable at about0.5,In the local space,it is mainly manifested as "HH" and "LL" agglomeration characteristics,that is,areas with high air pollution in Shaanxi,Hebei,Henan and other provinces are surrounded by areas with the same air characteristics,while areas with low air pollution such as Yunnan and Guangxi are surrounded by areas with the same low air pollution.In the process of air pollution control,all localities need to coordinate with neighboring cities to coordinate governance to maximize the effectiveness of governance.Secondly,the analysis of the semi-parametric space model on air pollution influencing factors shows that,the four indicators of GDP,my country’s tertiary industry in the secondary industry,the secondary industry’s total output value and the number of national car ownership have the greatest impact on air pollution,it means that my country needs to adjust from two aspects: industrial structure and automobile structure.Finally,through the fuzzy comprehensive evaluation method,the national air pollution control performance was analyzed and found that,the overall air pollution control in northern cities is greater than that in southern cities,it’s worth noting that cities with high air quality invest less in pollution control,for example,the air quality in Fujian,Yunnan,and Guangxi ranks in the top ten,but the control efforts have been declining year by year.There are also Hainan and Jiangxi provinces with better air quality and greater control efforts.Therefore,this article comprehensively analyzes the influencing factors of air pollution,the main pollutants in the air,and the governance efforts of various provinces,at the same time,combined with the successful experience of air pollution control in some cities,combined with the analysis and summary of the air pollution in different regions,so as to provide effective suggestions for my country’s air pollution control system.
