| With the rapid economic growth,China's coal industry have been consuming a lot.it brings great pressure to the surroundings condition.So.the communist party and the state pay more attention to the construction of ecological civilization.The National Green Mining Development Conference held in September 2020 proposed that China's mining industry should promote green and high-quality development in an all-round way and improve the level of saving and utilizing mineral resources,which reflected the green modernization that our country pursues and yearns for harmonious coexistence of human and mineral resources.To promote the coordinated development of mineral resources development and environmental protection,and realize the green development of social ecological civilization.This paper selects the ecological efficiency of China's inter-provincial coal industry as a perspective,the theory of coordinated and sustainable green development is chosen as the theoretical basis,and the relevant data from 2013 to 2017 are selected First,discuss the status of China's inter-provincial green development and propose various ecological and environmental problems facing China's inter-provincial green development,and meanwhile establish an evaluation index system for the ecological efficiency of China's inter-provincial coal resources.Based on the single-stage EBM model considering unexpected output,a two-stage network super-efficiency EBM model with unexpected output is constructed to measure and analyze the comprehensive ecological efficiency,production stage efficiency and environmental pollution control stage efficiency of provincial coal resources in China from 2013 to 2017.The outcome from research display:(1)From 2013 to 2017,the comprehensive eco-efficiency of Interprovincial Coal China has improved but still showed a non-DEA efficient,with the average comprehensive ecological efficiency of 0.6509,of which Tianjin ranks first,higher than the average level of samples,and plays an exemplary role in the whole country;(2)There are obvious differences in the comprehensive ecological efficiency,production stage efficiency and environmental pollution control stage efficiency of coal resources in various area of China,and meanwhile the standard green development is unbalanced;(3)Sub-stage the efficiency of production stage and environmental pollution control stage are playing a decisive role to overall efficiency.(4)The comprehensive eco-efficiency value of coal resources in the northern coastal area,which is based on research and development of high-tech,is significantly higher than that of other regions in the contamination stage and surroundings condition contamination control stage,while the ecological green development level of coal resources in Northeast China,which is a heavy industry coal mining and deep processing base,is relatively low.Secondly,Secondly,use the GMM model of the dynamic panel data system to explore and calculate the affecting element and degree of the comprehensive ecological efficacy of China's inter-provincial coal resources.Empirical regression results show that improving urbanization rate,increasing investment in environmental governance and improving scientific and technological progress positively promote the comprehensive ecological efficiency of coal resources at provincial level in China,On the contrary,improve the level of financial condition growth,augment the proportion of coal spent has a negative effect on the comprehensive ecological efficiency of coal resources at provincial level in China.Among them,increasing the proportion of investment in environmental governance has played a significant role in promoting efficacy.The financial condition growth level factor efficacy affects the comprehensive ecological efficacy of China's provincial coal resources at a significant level of 5%.The last,This article focuses on the status of green development of China's inter-provincial colliery industry put forward(1)strengthening exchanges among provinces(regions)and narrowing internal differences among provinces(regions);(2)Actively promote urbanization;(3)Increase investment in environmental pollution control;(4)Vigorously promote tried a new things of methods;(5)Promote the harmonize grow of economy,colliery and surroundings condition;(6)Improve the overall ecological efficiency and green grow level of China's provincial coal industry by enhancing of the colliery structure.Figure 8 table 7 reference 119... |
