New Public Management Reform hails a business-like management approach.While helping somewhat improve the management efficiency,the approach has also brought about a series of dilemmas including “fragmentation”.For some time,collaborative public management has attracted growing attention and become a silver bullet to these dilemmas.As the economy and society develop and the information technologies update,different cross-boundary public problems emerge one after another.Moreover,these problems are impossible to be solved through the traditional bureaucracy.After entering the new era,China's government adapted its thinking to the progress made in social productive forces and changes in the economic foundation.In 2018,the State Council Institutional Reform Plan rolled out,which focuses on solving problems like responsibilities overlapping among agencies,powers not being matched by responsibilities,and responsibilities not being scientifically defined.This has great implications for broadening the contents and thinking on reform,establishing a mechanism for regional collaboration and coordination,and resolving problems around regional resource integration and development opportunities sharing.Following the reform on the navigation guarantee system,the navigation guarantee centers see their subordinate relationships straighten out,and their responsibilities and functions are clarified.But with the development of regional economy around North China Sea and a series of emerging technologies like big data and Internet of Things,a single department can no longer meet the navigation guarantee demand in North China Sea.It is imperative that different,related government agencies can strengthen communication and coordination.From the perspective of collaborative public management and employing case study and questionnaire survey,the author of the thesis first ponders on the necessity of collaboration in maritime surveying and mapping.Then starting from the evolution of the navigation guarantee management system and Tianjin hydrographic Center,the author explores the feasibilities of maritime collaboration in North China Sea.He then introduces the status quo of collaboration at the Center,and,combing with work practice,analyzes the problems with collaboration in maritime surveying and mapping in North China Sea.In his suggestions for how to improve it,the author holds that laws and regulations should be made to establish a constraint mechanism on collaborative parties,regulating the collaboration;an authority agency be set up to improve the collaboration and coordination mechanism;the performance assessment system be improved in terms of assessment contents,subjects and procedures;and the capabilities for collaboration in maritime surveying and mapping be developed through exploring mechanism of crowd source sounding.
