As a basic activity in human life,decision-making is the forerunner of people’s actions.With the continuous development of contemporary social economy and the continuous progress of network information technology,decision-making has existed in all aspects of our life,whether in politics,economy or daily life.With the increasing complexity and uncertainty of the existing decision-making problems,fuzzy multi-attribute decision-making came into being.With the deepening of the research,the attribute evaluation information in the decision-making process has become more specific and diverse.The traditional fuzzy language set has been difficult to describe the current complex and changeable evaluation information comprehensively,so it is necessary to expand the research of fuzzy language set.Based on the existing researches on intuitionistic language set and probabilistic language term set,this paper discusses the shortcomings of the two fuzzy language sets in the evaluation information expression,and retains their respective advantages.Combining the two fuzzy language sets,a new intuitionistic probabilistic language set is proposed.This set is innovative to some extent.Combined with the traditional multi-attribute decision-making method,a multi-attribute group decision-making model based on intuitionistic probability language set is proposed,and its application in the process of large-scale ship development is discussed.1.In this paper,a new linguistic fuzzy set,intuitionistic probability linguistic set,is proposed.Firstly,the basic concept,algorithm and operation law are defined,and its related properties are proved.Secondly,on the basis of the basic concepts,the paper puts forward the scoring function and the exact function to compare the size relationship between the intuitionistic probability language sets;then defines Hamming distance formula to measure the distance between the intuitionistic probability language sets;finally,defines the basic aggregation operators,such as weighted arithmetic average operator and weighted geometric average operator to carry out the weighted aggregation of intuitionistic probability language sets 。2.Based on the traditional TOPSIS decision-making method and the relevant concepts and measurement formulas of intuitionistic probability language set,this paper proposes a single agent multi-attribute decision-making method based on intuitionistic probability language set by finding positive and negative ideal points,and applies it to the actual case decision-making process to verify its effectiveness and rationality.3.In view of the incomplete information involved in the actual decision-making process,this paper proposes a multi-attribute group decision-making model with incomplete information.Firstly,the concept of fuzzy entropy of intuitionistic probability language set is defined,its basic properties are proved,and the linear programming model is constructed by entropy weight method to solve the attribute weight of every decision-maker;secondly,the concept of similarity is defined,its basic properties are proved,and the similarity degree between intuitionistic probability language sets is measured,and the group phase between experts is calculated by similarity degree The similarity degree solves the problem of consensus among experts in group decision-making.Finally,the concept of expected value of intuitionistic probability language set is defined.The linear programming model is constructed by the principle of maximizing the expected value to solve the expert weight of each expert,and the aggregation operator is used for aggregation and subsequent decision-making.4.Applying the multi-attribute group decision-making method of intuitionistic probability language set in this paper to the large-scale decision-making process of ship development scheme selection,the applicability of the proposed method is illustrated,and the results are analyzed and relevant suggestions are given.
