Abstract/Summary:
The research was conducted to analyze a sample of laws in Puerto Rico from 2012 to 2014, to analyze if they are intended to solve the root cause of the problems. These laws were evaluated under the Six Sigma (DMAIC) Methodology to achieved statistical accuracy conclusions. The title of this research is: The Laws in Puerto Rico Analyzed by the Six Sigma Methodology (DMAIC). A Rubric was used to systematically measure the laws against DMAIC methodology for consistent results that can be analyzed with the Analysis Instrument. A Survey was used as an analytical tool for research. The questionnaire consists of six (6) reactive and using the Likert Scale for grading the opinions or perceptions of respondents. The instrument included demographic questions to obtain information such as: problem area, governmental agency or place it hits. It also contains questions related to the factors that may influence the Explanatory Memorandum of the laws. DMAIC phases were evaluated with the Likert scale on the questionnaire. The validity of the instrument was determined by the judgment of a panel of experts. The questionnaire was validated by the opinion of two experts in the area of Six Sigma using a data analysis for each evaluated each item individually, considering its relevance to the measurement of the variable, and expressive clarity reagent. To measure the reliability, we performed an analysis of the questionnaire reactive with Cronbach Alpha. The result of the Cronbach Alpha test for the questionnaire questions with six (6) reagents was 0.85 with a total of 5 subjects. The result of the Cronbach Alpha test has acceptable reliability in relation to the formulation of questions, as they measure proposed topic of research. The Hypothesis Analysis was conducted to provide statistical conclusion with a Normal Distribution formula (Z), with a confidence level of 95% for all scenarios could be demonstrated based on p <.05 value, that the laws in Puerto Rico do not consist of a similar basic step methodology covered by the Six Sigma (DMAIC) and did not intend to solve the real problems. This shows that the actual regulation establishes requirements for filing a law in Puerto Rico is not clear to analyze a problem from its definition or approach to the last stage of DMAIC, control and monitoring steps.
