Gentrification and redevelopment: Planning, power, and politics surrounding urban transformation in Mimico, Toronto

This thesis examines the process of neighbourhood transformation in Mimico, Toronto. Gentrification is occurring in the (former) industrial suburb with a noticeable shift in class structure and increased housing conditions and value. A formalized planning process is also taking place in the form of a proposed redevelopment plan. Through a case study approach which includes the analysis of demographic data, written content, participant observations and personal interviews, power relations and reactions to the planning process are documented. I suggest that despite public participation in the urban transformation process, these transitions are significantly influenced by policy and trends in the larger urban context that often negate meaningful attempts to make the process community-based. Regardless, in order to mitigate the decline that has occurred due to deindustrialization in the community, some of the proposed transformations are necessary and eminent. While these findings are particular to the context of the case study area, they also provide an interesting insight into the planning process and urban political policy in the Greater Toronto Area.
