ITS evaluation using Motorist Assist data (Missouri)

Abstract/Summary:
This thesis work presents the use of Freeway Service Patrol (FSP) measures for evaluating the impacts of Intelligent Transportation System (ITS) facilities deployment in St. Louis, Missouri. The FSP program in St. Louis is called as Motorist Assist (MA) program and the deployment being evaluated is the Gateway Guide ITS program. A methodology has been proposed by using the MA data for the evaluation of Gateway Guide program in St. Louis metropolitan area. The MA data collected from years 2000--2002 show statistically significant improvements in the operation of MA after the deployment of Gateway Guide. The results indicate that the average MA assists and in-lane assists have increased (∼13% to 30% in-lane) while the assist time has decreased over 1 minute per in-lane assist for an average assist duration of 15.4 minutes. The statistical significance of the results is also presented in this work. An analysis of the MA assists in the vicinity of CCTV cameras (closed-caption television) shows even more marked increase in efficiency. Controlling for other factors, some or all of the improvements presented can be attributed to the synergy between MA and Gateway Guide.
