Abstract/Summary:
This capstone examines the Cybersecurity Information Sharing Act of 2015 (CISA) to answer questions regarding the effectiveness of the bill and how, if at all, CISA affects our rights to request information from the Federal Government and to privacy. This research also examined the bill for possible enablement of surveillance by the Government. In order for CISA to gain support and be effective, entities and individuals must fully understand the bill. Many of the public criticisms of the bill could influence entities to choose not to participate, causing all programs involved with CISA to be ineffective, possibly leading to a waste of resources. Ineffective implementation could significantly affect the security posture of networks and information systems that are relying on CISA for security situational awareness, including Federal Government entities. This research found that CISA is not written to impede civil liberties, the Government does not have free range to collect data under CISA, and the effectiveness of CISA cannot be determined at this time. Finally, this research also includes recommendations for future research.
