This study focuses on the increase in individual security challenges facing aid workers.1 Complex theatres of operation in war-to-peace transition, pose security problems for the aid operations necessary to protect the lives of those affected by conflict. In recent history, military forces have become increasingly involved in peace support operations, including service support to local populations. At the same time, the humanitarian community has faced increased operational challenges as well as greater risks and threats to aid workers in the field, which at times have compelled integrated humanitarian operations with protection provided by military forces. Thus, practical realities on the ground have gradually necessitated various forms of civil-military coordination for humanitarian operations. While humanitarian organisations understandably wish to defend their work from sliding into complicity with the political and military process, the fact remains that the operational environment of the Non-Governmental Organization (NGO) has changed.;1For the purpose of this paper, when I refer to 'individual security', I am referring primarily to an individual's physical security, personal safety, well-being and individual freedom from direct organized violence.;The establishment of integrated peace operations (IPOs) are an operational necessity borne out of recognition of the challenges posed by operations in conflict areas and other non-permissive environments. IPOs operating in areas of low intensity conflict that involve the supporting Armed Force countries and NGOs, would assist NGOs in carrying out their valuable work without the higher risk of potential loss of life that is becoming all too commonplace.
