Study On The Industrial Development Strategy Of Hongze District In HuaianMerging Into Jiangbei New Area In Nanjing

In the report of the 19 th National Congress of the Communist Party of China,‘Implementing the Strategy of coordinated regional development’ was taken as one of the major measures to ‘Implement the new development philosophy and build a modern economic system’.Making important arrangements for promoting coordinated regional development.It is proposed to increase the support to the poverty-stricken areas and other special areas,to build the urban pattern of the coordinated development of large,medium-sized and small cities and small towns,which takes the city cluster as the mainstay,and to support the policies and measures with clear direction and pertinently targeted,such as economic transformation and development of resource-based areas.In recent years,each city has continuously strengthened the planning of regional economic development,fully implemented the overall strategy of regional development,and they also have adopted a range of regional planning and policy documents,such as the YD Integration Development,the BTH Coordinated Development,the Huai River Economic Belt and the Beijing-Hangzhou Great Canal Economic Belt.They pursue the constantly improvement of the regional policy system,a higher-level of regional cooperation and opening-up,and a dynamic growth engine of regional economy.Since the 1990 s,the competitions among cities have been intensifying.Cities around the Yangtze River Delta,Pearl River Delta,Bohai rim and other economic circles are breaking through the boundaries of administrative divisions,comprehensively deepening the integrated development and constantly seeking more opportunities for higher-level development.On June 27,2015,the State Council officially approved the establishment of a state level new area in Nanjing,which became the 13 th in China and the first in Jiangsu Province.As the first state level new area in our province,Jiangbei New Area is located at the important junction of the Yangtze River Economic Belt and the Eastern Coastal Economic Belt,which is also a vital transportation hub.As a comprehensive functional area that undertakes the strategic tasks of country’s major development,reform and opening-up,Jiangbei New Area is endowed with a vivid window for all-round opening-up and an important platform for innovation system.Giving full play to the leading and exemplary role of Jiangbei New Area while facilitating the rapid development of its own economy and society.Hongze is less than 100 kilometers away from Jiangbei New Area,which belongsto Nanjing’s one-hour radius metropolitan circle.Over the years,Hongze has been actively integrating into the provincial capital city of Nanjing,consciously seeking for developing opportunities.In the development planning of Jiangbei New Area in Nanjing,Hongze is clearly regarded as the hinterland of its development.It has become an urgent problem faced by Hongze of how to integrate into the Jiangbei New Area in Nanjing better and faster,and achieve a new round of rapid development after it’s removed from the county becoming a district of Huai’an.Therefore,this paper first puts forward the background and significance of the research,on the basis of the domestic and foreign related research review to draw out the relevant theory.Then,it expounds the current situation and problems of Hongze docking and integrating.Finally,on the basis of giving full play to comparative advantages,the industrial development strategy of integrating Hongze into Nanjing Jiangbei New Area is formulated,including ideas,goals,principles and directions.In order to implement the integration strategy smoothly,the government has proposed six measures to improve the communication mechanism,highlight the leading role of planning,optimize the business policy environment,intensify marketing and publicity efforts,enhance the ability of factor support and build a unified system.This paper studies the industrial development strategy of Hongze District in Huaian integrating into Nanjing Jiangbei New Area.It aims to explore new ideas and new directions of county economic development under the situation of economic integration.It supplies theoretical reference to regional integration development and it also provides relevant reference for other counties in Huaian and peripheral cities of Jiangbei New Area in Nanjing.
