Research On The Financing Model Of Intellectual Property Pledge In Guangdong Province

Intellectual property pledge financing provides a new way for innovative small and medium-sized enterprises to obtain funds for survival and development.Intellectual property pledge financing has developed for a long time in Guangdong province,and the government has also issued relevant support policies.However,there are still many problems in the development of intellectual property pledge financing in Guangdong province.This paper discusses the development mode of intellectual property pledge financing in Guangdong province,and it provides suggestions for its further development.Based on the literatures’ existing research results about intellectual property pledge financing,mode of intellectual property pledge financing and restriction factors of intellectual property pledge financing,the paper will analyze the intellectual property pledge financing mode in Guangdong province,using qualitative analysis method to dissect the current situation of the development of the Guangdong’s intellectual property pledge financing,structure and model.The paper also uses case analysis to study intellectual property pledge financing in QL medical instrument co.,LTD.,giving improvement suggestions for the existing problems.The main analysis results of this paper are as follows:(Ⅰ)The mode of intellectual property financing in Guangdong province is "semi-market" mode,which is "government guidance,enterprise participation and market operation".The main features are: the major area of intellectual property pledge financing is the pearl river delta region,and the distribution is uneven;The small proportion of pledge financing amount is large and the large scale is small;The financing pledgor in the enterprise holds the absolute monopoly position.Compared with the "pure marketization" mode in Hunan’s Xiangtan and the United States and the "pure government-led" mode in Shanghai’s Pudong and Japan,the government and market in Guangdong’s "semi-marketization" mode play an important guiding role.(Ⅱ)The main problems in the development of intellectual property pledge financing in Guangdong province are as follows: the government has not issued compulsory laws and regulations about intellectual property pledge financing,and the implementation of supporting policies is not in place,the construction of online and offline trading platforms is not perfect,and there is no unified intellectual property exchange market around the province.The banks don’t have a high degree of recognition of intellectual property pledge financing,and they don’t establish information database of small and medium-sized enterprises,and they lack post-loan management.Information disclosure of small and medium-sized enterprises is insufficient;The valuation method of intermediary structure is defective and there is no professional pledge financing guarantee institution.Colleges and universities do not offer comprehensive majors such as intellectual property economics.(Ⅲ)Based on the analysis of this paper,improvement is proposed from the following five aspects: the government,Banks,small and medium-sized enterprises,intermediary institutions and universities:(1)the government should fully implement various policies on intellectual property pledge financing and establish intermediary service agencies and platforms;(2)Banks should take the initiative to obtain enterprise information and improve the examination and approval efficiency;(3)Small and medium-sized enterprises should improve their performance and intellectual property management;(4)Intermediaries should improve their professional quality and insist on their independence;(5)Colleges and universities should strengthen the cultivation of compound talents.
