The Implementation Dilemma And Solutions Of The Management System Of Scientific Research Funds And Equipment Procurement

The State Council held a national teleconference to promote the reform of regulatory services on May 9,2016.Li Keqiang,the Premier of the State Council,delivered an important speech.Premier Li Keqiang put forward in the report on the work of the government that we should continue to streamline administration and delegate power,optimize services,and improve the government efficiency constantly.The management methods of some scientific research projects were adjusted resently,including the seventh meeting of the comprehensive deepening reform committee of the Central Committee deliberated and adopted several opinions on expanding the autonomy of scientific research related to universities and scientific research institutes on March 19,2019.The meeting stressed that we should strengthen the guidance of achievements,simplify the management process of scientific research projects,reform the mechanism for the establishment and implementation of major scientific and technological projects,and give universities and scientific research institutes more autonomy.Most of the scientific research funds are used on equipment,reagent and testing.With large expenditure and convenient sharing,the equipment cost directly affects the progress and efficiency of scientific research,which is attached great importance by scientific research units and research groups.Generally,large equipment is mostly implemented by government procurement,especially large equipment in some scientific research institutes are mainly concentrated in repair and purchase projects,National Heavy projects or national key projects.The management methods and procedures for the use of funds in these projects have a direct impaction on the efficiency of the use of national financial funds.Taking S Research Institute as an example,this paper combs the system and policy environment of scientific research equipment procurement,analyzes the problems encountered in the implementation of these project management policies according to the public policy theory and the policy implementation process model,and gives corresponding suggestions: if some systems are fictitious,the old regulations can be modified and adjusted appropriately according to the specific situation;in the process of policy implementation,resources and environment will also interfere with the implementation norms of procurement policies and the efficiency of funds,strengthen the monitoring of the external environment and the allocation of resources is the right choice;Pay attention on the budget and learn more knowledge from the budget policy,will help us avoid the passive situation in the daily scientific research activities as much as possible;In the process of policy implementation,the lack of the framework of the executive body leads to the lack of bargaining power in the market.The key to solve this problem is to expand the scope of policy implementation subjects and introduce non-governmental organizations in to the market,So as to fully safeguard the interests of the purchaser.
