Optimization Utilization Of Urban Land In The Context Of Intensive Land Use

After 40 years of reform and opening up,China's development achievements have attracted worldwide attention.As the carrier of development,large-scale investments of land resources provide a strong support for economic and social development.The contradictions between excessive consumption of land resources,insufficiency of reserve resources,rigid dem and for resources and insufficient supply of resources is very prominent.Though Land resources are scarce and limited.extensi ve and inadequate utilization of land resources is becoming a common phenomenon in China.Facing the dilemma of choosing between safeguarding developments and protecting resources,we must put arable land protection,intensive land use in the first place to make rational use of land resources.To achieve that,it is necessary to break the bottleneck of resources to economic and social development and to establish a scientific concept of land use.Since 2008,the state has introduced a series of policies and measures to solve the dilemma of safeguarding development protecting resources from the top level.In the face of limited land increment and inefficient utilizati.on of land resources.local governments began to seek development space from land stocks.At present,the consciousness of optimization utilization of land stocks in various regions is becoming stronger.Three-old transformation in Guangdong,two advances and two retreats in Pinghu City,and inefficient land redevelopment in Wuxi City,are typical cases of optimization utilization of land stocks.It is an effective way to realize the intensive utilization of land resources.However,in this process,there are also some diffi culties in various regions as various reasons.This paper mmainly describes the case of optimization utilization in Changzhou High-tech Business D istrict.First,we put forward the framework of urban land optimization utilization by analyzing of relevant theories and real cases and grasping the connotation of urban land optimization utilization.Secondly,the paper analyzes the land use status,feasibility and risk of optimization utilization in Changzhou High-tech Business District,then puts forward some suggestions of optimization utilization.Thirdly.we analyze and sum up the experiences and problems from the aspects of development positioning,development strategy,development mechanism and development achievements.Finally,aimed at problem s existin g in the developmen t process,this paper puts forward suggestions on strengthening the dynamics of urban planning,on enhancing of supporting system guarantee,on transferring of land value-added benefits,on diversifing of government funding sources,on strengthening the prevention and risk control of land p ollution.It is hoped that the analysis of this paper can provide a reference.
