In recent years,all regions of our country have actively developed public rental housing and help thousands of families realize their dreams of settling down.However,China's public rental housing security started relatively late,after short-period,large-scale development,many potential problems gradually appear.If not be properly resolved,will be harmful to country's economic development,bring instable factors to society.Therefore,we should actively seek countermeasures to further improve the level of public rental housing security,to provide better housing security services for the groups who have housing difficulty.At the same time,guide them to "rent first and then buy ",and achieve the goal of " adequate housing ".By consulting the relevant literature of library and Internet,querying housing security information system,questionnaires survey,conducting structured interviews,this paper collects and sorts out the research status of public rental housing security at home and abroad,the basic information of A city,the present situation and policy of public rental housing security in A city.By sorting the data and summarizing the material,it is found that A city's public rental housing security have the following problems: the security objects are unreasonable,the supply of houses is inadequate and the adaptability is low,the self-improvement intention and ability of covered objects is not strong,the operation management level is not high.The main reasons are that the admission conditions and security order are not perfect,the public rental housing resources supply needs to be optimized,the guidance and support to the security objects is insufficient,the operation and management of multi-governing is insufficient,and the exit mechanism is not perfect.Then,learning from other cities in the country,combining with reality in A city,this paper thinks that we can adopt following five measures to solve the issue and promote A city's public rental housing security.The five measures are,refining access conditions and security sequence,optimizing the supply of public rental housing resources,strengthening the guidance and support to the secured objects,strengthening the participation of multiple subjects in operation and management,improving the exit mechanism,and so on.This thesis draws on the theory of welfare economics and multi-center governance,which,to some extent,innovate the research perspective.The proposed suggestions can provide reference for other similar cities.
