In order to solve the housing problems of low-income families in difficulty, the Chinese government has implemented a variety of housing security policies, such as affordable housing policy and low-rent housing policy to protect the housing rights and interests of the group. But with the increasing population of migrant workers and graduated from college students, the housing problem is highlighted, and they are free outside of the housing security system and the real estate market. They are in a dilemma between the application requirements of affordable housing and low-rent housing and regarded as "sandwich layer" groups. Public rental housing is a new form of affordable housing and leased to new graduates, migrant workers and other new employment.Weihai is a tourist city, also increases the buying interest of houses. Local real estate market is increasingly hot, commodity residential house prices continue to rise, and is out of step with the income level of residents. Housing has become a problem of lower income families. To solve the housing problem of "sandwich layer" group, after the economic affordable housing and low-rent housing, public rental housing policy plays an important role to solve the housing problem of lower income group in Weihai.The paper consulted six policy evaluation standard types in William N.Dunn, Public Policy Analysis An Introduction, taking suitability, adequacy and responsive as policy implementation effect evaluation standard. The paper takes huancui district in Weihai city as an example, combined with questionnaire and interview two kinds of empirical research methods.Questionnaire structure is divided into basic information, housing situation and demand survey and public rental housing policy implementation situation three parts, then the author uses the SPSS statistical software to analyze the questionnaire data, forming the results of the survey. To a certain extent, interview method makes up for the rigidity of questionnaire, highlighting the flexibility of the study. The paper takes a targeted research of Weihai public rental housing policy implementation effect, finding problems in the process of policy implementation and put forward optimization countermeasures and suggestions. This is not only beneficial to the long-term development of weihai city public rental housing policy, also the development of public rental housing policy for other areas to provide a valuable reference. |
