As the most important energy power of the country,power resources not only provide the necessary energy security for social production and residents' life,but also provide the most fundamental power security for social progress and development.With the gradual deepening of the reform process of various systems and mechanisms in the field of electric power in China,a relatively perfect market operation mechanism has been gradually formed,which has gradually separated from the power grid enterprises and operated independently.With the continuous entry of private capital,the original monopolistic power market pattern has been broken,and the competition faced by the power construction enterprises is increasingly fierce.With the increase of competitive pressure,power installation enterprises must focus on cost management and improve their ability to control various costs if they want to accumulate core competitive advantages,improve their ability to cope with risks,occupy a dominant position in the market,and create greater profit space so as to realize the goal of profit maximization.Based on this background,this paper selects HD Electric Power Engineering Co.,Ltd.as the research object to study the project cost management of the company.Firstly,the concepts and theoretical categories related to the cost management of electric power engineering projects are described,and the two theories,namely the whole-process cost management theory and the earned value analysis method,are used as the theoretical basis for the detailed research in this paper.Secondly,it briefly introduces the case enterprise selected in this paper and the specific situation of the enterprise's engineering project,analyzes the current situation of the enterprise's project construction cost management,and points out the deficiencies and defects in the enterprise's cost management.Based on the whole process management theory,this paper puts forward the concrete countermeasures to optimize and perfect the cost management system of HD electric power company from three aspects: the basic principle,the implementation link and the safeguard measures of the project cost management.As an important stage in the whole process of the project,the project construction stage is adopted The earned value analysis method makes the project control the cost within the budget scope on the premise of ensuring the quality and duration of the project.Finally,this paper selects the company's WL community new residential project as a case to apply the cost management system.By studying and analyzing the problems in HD power company's engineering project cost management,this paper combined the whole-process cost management theory and earned value analysis method to optimize the existing cost management system.Meanwhile,in order to ensure the reasonable and effective application of HD electric power company,it also putsforward a series of safeguard measures.It is hoped that this move can help enterprises continuously improve the level of cost control,accumulate greater core competitive advantages,strive to occupy a dominant position in the same market,and provide effective reference for other relevant enterprises.
