On July 2,2016,the Standing Committee of the National People's Congress promulgated the law of the People's Republic of China on asset appraisal.In this context,the relevant departments are gradually strengthening their supervision on the asset appraisal industry.At the same time,the total business volume and business scope of the asset appraisal institutions are increasing rapidly,and the sources of the risk of the appraisal projects are also showing a diversified development trend.In order to effectively improve the quality of project evaluation,how to measure and manage the project risk has become the key to the risk management of asset evaluation institutions.In this context,it is of great significance for the development of China's asset appraisal industry to systematically study how to measure and manage the project risk of asset appraisal institutions.This paper mainly uses the methods of questionnaire survey,statistical analysis and fuzzy comprehensive evaluation to study the risk measurement and management of the evaluation projects of the assets evaluation institutions in China.The main research content of this paper includes four parts.Firstly,based on the systematic literature analysis,this paper studies the theoretical basis and main methods of project evaluation risk measurement and management.Secondly,it analyzes the current situation of risk measurement and management of assets appraisal project in China.Thirdly,the factors that affect the risk of the evaluation project are investigated systematically,and the index system and judgment standard of the risk measurement of the evaluation project are designed based on the research results.The fourth is to use the designed risk measurement index system to analyze the case of risk measurement and management of M organization n assessment project.Finally,the paper puts forward some policy suggestions on how to improve the project risk management level of asset appraisal institutions in China.The main research conclusions of this paper are as follows: firstly,the order of the importance of the factors influencing the project risk of the asset appraisal institution from high to low is the project type risk,the appraisal project management,the preparation and submission of the appraisal report,the operational risk of theappraisers,the staffing of the asset appraisal institution,the project financial risk,the customer risk,the market environment risk,and the risk of laws and regulations.Secondly,in order to control the risk of the appraisal project,we must manage it from three aspects: the project itself,the process of the appraisal project,and the analysis of the external environment.The index system designed in this paper includes the influencing factors of the project risk of most of the current assets appraisal institutions.Therefore,the index system has certain promotion and probation.Thirdly,in order to improve the risk management level of the evaluation project,the evaluation organization should organize the evaluation personnel to study the relevant laws and regulations on a regular basis,which can help the evaluation personnel to identify the evaluation risk.In addition,we should carefully summarize the historical experience of dealing with risks,so that we can deal with similar risks quickly again.Based on the questionnaire survey,this paper designs the index system of the risk measurement of the appraisal project,which has been proved to be applicable by the case.It is the first-hand data for analyzing the risk measurement and management of the current appraisal project in China's asset appraisal industry,and has high practical application value.
