Study On The Problems And Countermeasures Of Migrant Workers' Returning Home To Start Their Own Business Under The Background Of Rural Revitalization Strategy In Henan Province

With large population and agriculture scale,the strategy of Rural Revitalization is shown great importance to Henan Province.With the support of many favorable factors,such as the improvement of infrastructure,the improvement of population quality,and the upgrading of industrial structure,Henan has ushered in a favorable opportunity to deepen reform.The strategy of Rural Revitalization is based on the cultivation of rural talents and attracting the outflow of talents,which puts forward clear requirements for migrant workers to return home and start their own businesses in Henan Province.In this paper,six representative cities of economic development in Henan Province,through a large-scale questionnaire survey combined with part of the interview research methods,get the basic data and select a representative case analysis to draw the following conclusions.First,migrant workers have a strong intention to return home and start businesses,and most of them agree with the improvement of rural infrastructure,entrepreneurial environment and other factors under the strategy of rural revitalization,and think that the current is the golden age of entrepreneurship.Second,there is still a lot of room for improvement in the development scale,policy support and talent training of migrant workers' Entrepreneurship when back home,which requires the joint efforts of the government,society and market to create favorable conditions for migrant workers' Entrepreneurship when back home.Third,the practice time for migrant workers to return home for entrepreneurship is relatively short,many problems and constraints are concentrated in the early stage,and there is no mature typical case of large-scale and super large-scale migrant workers to return home for entrepreneurship,so there is no precedent to follow,and the future road for migrant workers to return home for entrepreneurship is full of hardships.After finding the above problems,this paper puts forward some countermeasures and suggestions for the government policy makers,theoretical researchers and entrepreneurial practitioners.First,take the rural grass-roots governance system as the breakthrough,the village two committees as the main body of responsibility,and the "Characteristic town","One Village One Product","Qiaoxifu project" as the specific implementation,to build an industrial and rural community,combining the requirements of industrial prosperity with the strong desire of migrant workers to return home and start their own businesses.The second is to use human resource development methods such as talent introduction and skill training to fill the needs of migrant workers for talents when they return home and start their ownbusinesses.Environmental policies should be adopted to supplement the short board for migrant workers to return home and start businesses,and support entrepreneurs to get through the difficult initial stage.The third is to organize the excellent cases of migrant workers' returning home and entrepreneurship to share their experiences,and promote the formation of a situation in which the new industry leaders are connected with the industry associations,large agricultural households are combined with professional cooperatives,and small-scale family farms are connected with large enterprises.To enable migrant workers to return to their hometown and start businesses to enter into a virtuous circle that is not difficult to start a business and keep a steady job.To enable migrant workers to return to their hometown and start businesses is not to compete for the market with existing enterprises,but to improve the details for large enterprises.It integrates migrant workers' returning home and Entrepreneurship with the existing industrial chain of enterprises,and softens the competition contradiction between enterprises.Finally,there are many shortcomings and deficiencies in this paper.For example,the data survey is not extensive and universal,and the case selection is not representative and typical.The choice of research methods is relatively basic,which can not reflect the quantitative relationship among various factors of migrant workers' returning home entrepreneurship.I believe that the follow-up researchers will solve the problems in the text through continuous efforts and exploration,and make up for the shortcomings of migrant workers' returning home entrepreneurship.There are still many steps for the implementation and development of the Rural Revitalization Strategy.Only by exploring our own path in practice can we truly realize the arduous task of the rise of central China and the industrial transformation.In the great moment of poverty alleviation,I feel very honored and proud to write this article to provide some help for the follow-up research,lay a theoretical foundation,and provide new ideas,new views and new perspectives.
