Study On The Efficiency Evaluation Of Tourism Poverty Alleviation In Inner Mongolia Based On DEA Model

Due to its unique development characteristics,tourism has become a potential industry and smoke-free service industry recognized by the public,which has a good demonstration and driving role for other economic industries.Therefore,more and more regions have unique and incomparable advantages in helping out of poverty by developing tourism industry in accordance with local conditions so as to promote the development of other industries.Inner Mongolia has unique tourism resources,but there are big differences in the comprehensive resource conditions,tourism industry environment and poverty level among 12 league cities,which are typical in ethnic areas.Based on the practical research experience of tourism poverty alleviation in our country and abroad,this paper uses DEA model to analyze the per capital Tourism income,per capital tourism reception and number of travel agencies of each league city as an input indicator,the corresponding income of rural residents in the tertiary industry,urban residents in the tertiary industry,and forest and grassland coverage are taken as output indicators to measure the efficiency of tourism poverty alleviation in Inner Mongolia in 2010-2018.Through the calculation and analysis of the efficiency value of tourism poverty alleviation in Inner Mongolia,this paper reveals the differences and characteristics of the efficiency of tourism poverty alleviation in each city,and then studies the influence of technical efficiency factors and scale efficiency factors on the efficiency of tourism poverty alleviation in the region,which has important effects on the effective realization of targeted tourism poverty alleviation.It also has important practical significance in the promotion of refined and effective development of tourism poverty alleviation model,and the promotion of transformation and upgrading of tourism poverty alleviation industry.According to the results of efficiency measurement,the 12 cities are divided into four types: potential type,sunrise type,golden type and sunset type,and the corresponding development mode is put forward according to the characteristics of the four types.It is found that the efficiency of tourism poverty alleviation is high and the effect of tourism poverty alleviation is good in the golden area.It needs more macro guidance from the government,provides a good policy environment,and makes the tourism development mode and mechanism more mature and stable.The type of sunrise area is that the efficiency of tourism poverty alleviation is low,but the scale of poverty alleviation efficiency is high.We should implement the idea of "whole tourism" and "global tourism",strengthen the integration and cooperation with the surrounding areas,maintain their own advantages,and improve the industrial agglomeration effect with the scale effect.The sunset area belongs to the area with low efficiency and efficiency scale of poverty alleviation through tourism.For the cities that have reached the limit of marginal benefit,new growth points need to be opened up to promote the development of tourism economy.For the city with a high poverty rate but in a low development rate,it needs to strengthen the investment in infrastructure construction and technical resources,improve the local environment,increase the investment in special funds for poverty alleviation through tourism,learn from the experience of other regions and adapt measures to local conditions,encourage the poor to participate in tourism projects,and realize the poverty alleviation and development of local tourism.For potential areas,the technical efficiency and scale efficiency of tourism poverty alleviation need to be improved,which promotes the high-quality development of tourism economy,thus effectively driving the local poor people out of poverty and becoming rich.
