Since Inner Mongolia established a special economic circle with Hubao'e as the core in2000,the main functions of the three cities have been clearly divided.They have proposed to take high-tech industries as the lead,and focus on the development of high-tech advanced manufacturing and modern service industries.Development strategy.As of the end of 2017,the total population of the Hubao'e urban agglomeration was approximately 8.612 million,and the total economic volume reached 1.21 trillion yuan.However,while Hubao's rapid development,there are still a series of economic developments such as lagging economic structural transformation and low radiation capacity.problem.How to coordinate the economic development of urban agglomerations,improve the radiation capacity of urban agglomerations,strengthen the internal exchanges and cooperation of urban agglomerations,and maximize the benefits of convection of resources has become a major concern and urgent problem for governments,society,and theoretical researchers.Although some scholars have studied the coordinated development of urban agglomerations from the perspective of cooperative competition,most of these studies have started from a single dimension,without clarifying the relationship between cooperation and competition,and lacking theoretical support.Based on the above background,this paper selects hubaoe city group as the research object,on the basis of the theoretical analysis of CO competition,constructs a directional economic gravity model from the two dimensions of cooperation and competition,modifies the spatial distance and industrial distance in the economic distance,and finally introduces the balanced co competition index to study the co competition behavior among hubao'e three cities in2001-2017.The results show that: the co competition behavior among hubaoe urban agglomerations is not good,there is no co competition equilibrium year between Huhhot and Baotou,and Huhhot has a strong ability to gather resources.Only during 2008-2015,the direction of resource flow reversed,which is undoubtedly not conducive to the economic development of Baotou;the spatial distance between Huhhot and Ordos affects the economicattraction The effect is relatively low,and from the perspective of the co competition equilibrium index,Hohhot is more advantageous in the level of resource exchange;the equilibrium co competition index of Baotou and Ordos in 2008-2015 is 0.5,which belongs to the stage of balanced co competition,and the inter city resource exchange behavior reaches Pareto optimality.In the other years,Erdos formed a unilateral concentration of resources on Baotou.Generally speaking,Hohhot has the best development at present,which forms "blood sucking" for the surrounding cities and has a negative impact on the economic development of Baotou and Ordos.Aiming at the analysis results of the three cities of Hubao Hubei on economic gravity and cooperative behavior,this article puts forward relevant suggestions from the following four aspects.The first is the construction of a regional coordinated development mechanism.Under the premise of government guidance,it is changing towards the induced direction of market demand.While formulating policy guidance,the government should vigorously provide infrastructure construction and create a good industrial business environment.Promote the construction of a regional coordinated development mechanism through the joint strength of the government and the market;further optimization of the regional spatial structure,the current regional spatial structure of the three cities of Hubao Hubei is relatively backward,and the agglomeration effect and diffusion effect are not obvious,so it is necessary to strengthen industrial collaboration Capacity can further promote the integrated development of regional spatial structure.The construction of a regional market network system must first vigorously develop a variety of real economy elements,secondly further improve the market,and finally,the government must formulate regulations and policies to escort.Inter-regional industrial integration and planning and design,enhance the value of the industrial chain of the Hubao'e economy,adjust the current scattered industrial structure,integrate the industrial chain,and improve economic efficiency.
